Job description
Role Overview
Terracotta Outsourcing is a UAE-based outsourcing firm that provides recruitment, Employer of Record (EOR), manpower supply, and corporate services. The business is hiring a Bidding & Commercial Manager for its Abu Dhabi office to lead tendering activity and commercial proposal development across the organization.
This position is highly strategic and commercially oriented. It calls for someone with strong UAE market experience, especially in government, semi-government, and large private sector tendering within manpower supply, staffing, recruitment, outsourcing, and EOR services.
Tender Management and Bid Execution
- Spot, monitor, and assess tender opportunities across government, semi-government, and private sector clients.
- Take ownership of the complete tender process, from opportunity discovery through submission, negotiation, and final award.
- Draft and submit technical and commercial bids for staffing, manpower supply, recruitment, outsourcing, and EOR assignments.
- Participate in pre-bid discussions, clarification meetings, and commercial negotiations with customers.
- Build and maintain tender pipeline trackers and share regular updates on live and future opportunities.
- Review bid outcomes, analyze wins and losses, and apply improvements to strengthen future success rates.
Commercial Management and Pricing
- Review and approve all commercial proposals before they are submitted by the company.
- Create pricing models, cost build-ups, and commercial structures that protect margin and support profitability.
- Design competitive workforce solutions and pricing proposals that match client requirements.
- Examine contracts, RFQs, and MSAs, identifying commercial exposure and liability concerns.
- Handle framework agreements, rate cards, contract renewals, and commercial changes.
- Track competitor activity, market pricing, awarded work, and wider industry movements to improve commercial positioning.
Compliance and Stakeholder Coordination
- Manage supplier and vendor registration processes as well as prequalification submissions on procurement portals.
- Create and maintain compliance matrices to ensure bids fully meet client instructions and submission rules.
- Work with recruitment and operations teams to confirm manpower availability and mobilization feasibility before bids are submitted.
- Coordinate subcontractors and vendors when they are needed for larger opportunities.
- Keep tender documents, company profiles, certifications, compliance records, and audit-ready bid files well organized and current.
- Facilitate coordination between finance, recruitment, legal, operations, and senior leadership so submissions are completed on time and in line with requirements.
- Support a smooth transition of awarded projects to delivery and operations teams after the award.
Qualifications
- A bachelor’s degree in Business Administration, Finance, Commercial Management, Human Resources, or a related discipline is required.
- At least 3 to 5 years of UAE experience in manpower outsourcing, staffing, recruitment, and/or Employer of Record services is needed.
- Background in managing and submitting tenders for UAE government and semi-government entities is essential.
- Experience independently handling and submitting several tenders, ideally 20 or more, is expected.
- You should understand UAE labour law, outsourcing structures, visa costs, payroll burden, end-of-service benefits (EOSB), insurance, and workforce mobilization cost calculations.
- Strong ability in commercial negotiation, pricing, and contract review is required.
- Practical experience using procurement systems such as ADNOC, Ariba, Oracle, and government tender portals is necessary.
- Excellent analytical, commercial, and stakeholder management capability is important.
- Strong communication, presentation, and project coordination skills are required.
- The role requires the ability to perform in a fast-moving environment while managing multiple deadlines at once.
