About Jurong Port
Jurong Port is a multipurpose port renowned for its expertise in handling general, bulk, and containerized cargo efficiently. It manages operations at locations including the Tuas Offshore Marine Centre and Lighter Terminals in Penjuru and Marina South. Beyond Singapore, Jurong Port engages in joint ventures in China and Indonesia. In 2016, the company managed approximately 35 million tons of general and bulk cargo alongside 560,000 TEUs of container shipments across its local and overseas terminals.
Role Overview
This pivotal role involves overseeing procurement, tendering, contract administration, policy enforcement, and implementing enhancements in processes and people management to support engineering and infrastructure projects at Jurong Port.
Key Responsibilities
- Maintain clear and effective communication channels between all internal and external stakeholders to ensure procurement requirements are well-documented and aligned.
- Develop and administer procedures for various procurement and tendering methods appropriate to project complexities.
- Design tendering strategies including sourcing approaches, tenderer evaluation processes, quality and customer relationship management, and performance tracking.
- Establish contract terms including insurance, performance guarantees, liquidated damages, and other contractual mechanisms.
- Negotiate contract terms favoring Jurong Port's interests.
- Supervise and monitor tender activities including preparation, evaluation, negotiation, legal reviews, and risk assessments.
- Manage correct application and compliance of standard contract forms (PSSCOC, SIA, FIDIC, Orgalime) and stay updated with contract law changes.
- Oversee the development of standard contract conditions for professional services and minor construction projects.
- Resolve conflicts arising from contract performance issues or breaches.
- Administer contract processes such as payments, variations, delay notifications, extensions, and claims transparently.
- Advise on contractual matters and dispute resolution.
- Serve as the custodian for Procurement Policies and Procedures, ensuring adherence across Jurong Port.
- Enhance internal controls and establish standardized operating procedures within the department.
- Ensure compliance with financial and procurement policies and foster a zero-tolerance stance towards policy violations.
- Lead transformation initiatives, including digital integration and process optimization, aligned with company objectives over 12-18 months.
- Facilitate team adaptation through training and change management during transformations.
- Collaborate with senior leadership and external partners to drive continuous improvements.
- Define and monitor KPIs to evaluate transformation success and value delivery.
- Provide training on procurement systems and contract law principles to contracts officers and compile best practices and lessons learned.
- Report regularly on tender and contract management performance, compliance, and incident tracking.
- Manage departmental operations and coordinate with relevant stakeholders.
Candidate Requirements
- Bachelor's degree in Construction Management, Quantity Surveying, Finance, Law, or related fields.
- At least 10 years of experience in procurement.
- Proficiency with e-procurement platforms.
- Familiarity with standard contract forms such as PSSCOC, SIA, FIDIC, and Orgalime; strong knowledge of contract and project management.
- Excellent analytical capabilities, able to distill complex issues into practical solutions.
- Ability to work effectively under pressure and meet deadlines; adaptable and resilient.
- Strong communication, negotiation, and stakeholder engagement skills.
- Detail-oriented, proactive, and focused on solutions.
- Leadership qualities with ownership mentality and team motivation skills.
