Role Overview
This position involves spearheading the comprehensive recruitment process for Singapore's Digital and Intelligence Service (DIS). You will lead a focused team dedicated to attracting and securing mid-career technology talent. The role blends hands-on operational leadership with strategic influence, data-driven analytics, policy updates, and developing pioneering talent sourcing methods.
Key Responsibilities
- Lead and guide a compact, dynamic team of talent acquisition professionals managing the end-to-end recruitment lifecycle.
- Design, maintain, and utilize talent acquisition dashboards to monitor essential performance indicators.
- Analyze complex external employment trends and internal personnel turnover to produce actionable insights and advisory reports for senior leaders.
- Evaluate and update recruitment policies, compensation frameworks, and assessment criteria to modernise hiring practices.
- Detect structural inefficiencies and streamline recruitment procedures while maintaining organizational safeguards.
- Develop and trial innovative recruitment channels and strategic partnerships with professional organisations.

Candidate Profile
- Academic background in Human Resource Management, Business Administration, Information Systems, or similar fields.
- A minimum of 10 years’ comprehensive experience in talent acquisition covering all aspects of the recruitment life cycle.
- At least 2 years of leadership experience managing or leading a team.
- Proven ability to recruit mid-career and senior professionals with strong skills in candidate engagement and salary negotiations.
- Competency in extracting and interpreting data from Applicant Tracking Systems (ATS) and spreadsheets, translating metrics into impactful executive presentations.
- Experience drafting formal recruitment policies, SOPs, and broader organizational guidelines.
- Expertise with digital recruitment platforms (such as LinkedIn Recruiter) and working knowledge of corporate ATS systems.
- Strong verbal and written communication skills suited for interacting with senior military officials.
- A solutions-driven approach that effectively manages institutional bureaucracy and innovates to overcome structural recruitment obstacles.
