Job description
Overview
The City of Boston seeks a strategic, forward-thinking Assistant Director of People & Culture to transform human resource operations within the Property Management Department (PMD) and the Public Facilities Department (PFD). This role collaborates closely with the Director and leads in HR functions such as recruitment, retention, onboarding, performance management, payroll, and overall HR strategy and execution.
Key Responsibilities
- Support the Director in driving people strategies across PMD and PFD.
- Oversee all departmental human resources processes including recruiting, training, and organizational growth, ensuring compliance with relevant laws, collective bargaining agreements, and municipal regulations.
- Manage adherence to attendance, residency, and HR policies such as medical leave, FMLA, ADA, and more.
- Collaborate with the Office of Labor Relations on collective bargaining and represent the department in disciplinary and employment hearings.
- Assist in payroll management and supervise payroll teams within the department.
- Manage documentation related to hiring, promotions, terminations, budget amendments, job descriptions, and postings; coordinate approval procedures for new positions and oversee time and attendance tracking.
- Facilitate new employee orientations and support onboarding processes.
- Serve as liaison with the City’s Office of Human Resources, Office of Labor Relations, and Legal Advisors on employment matters.
- Represent the departments in grievance hearings and dispute resolutions as needed.
- Maintain comprehensive personnel records, including attendance, leave, medical, and residency documentation, ensuring files are accurate and current.
- Prepare various HR-related reports, statistics, and communications.
- Perform additional related duties as required.
Qualifications
- Minimum of four years of paid professional experience in human resources management, business, public administration, or a related field, with at least one year in a supervisory role.
- A bachelor's degree in human resources management, business or public administration, or a related discipline is strongly preferred; this degree may substitute for two years of the required experience (supervisory experience cannot be substituted).
- In-depth knowledge of human resource policies including ADA, FMLA, and workers’ compensation.
- Excellent written and oral communication skills for effectively engaging with individuals and groups at various organizational levels.
- Ability to independently meet deadlines while handling confidential information with sensitivity.
- Capacity to apply relevant laws, rules, and regulations in compliance with policies and procedures.
- Proficiency in PeopleSoft HRMS or similar human resources management systems.
- Familiarity with municipal personnel practices and procedures preferred.
- Strong accountability with decision-making abilities geared towards successful outcomes.
- Exceptional project management, organizational, and time management skills.
- Attention to detail and sound judgment critical for the role.

Boston residency is a requirement for this position.
