Position Overview

This role is a Skilled Service position within the Maryland Department of Housing and Community Development (DHCD), a nationally recognized leader in affordable housing financing and community revitalization. Annually, DHCD manages financing for roughly 2,700 multifamily rental units across 40 properties, totaling about $350 million from diversified funding including state appropriations, bonds, federal low-income housing tax credits, HOME funds, and other federal sources. The department also administers rental assistance and innovative initiatives to improve affordable housing opportunities, energy efficiency, and preservation.

The department supports flexible scheduling, telework options, career advancement, casual business dress on Fridays, and provides free parking.

Salary and Location

This Grade 18 position offers a salary range from $76,608 to $86,274 annually, with potential advancement up to $120,814 dependent on qualifications and experience. Salary offers are based on qualifications, experience, and budget considerations. The office is located at 411 Dorchester Avenue, Suite 202, Cambridge, MD 21613.

Primary Responsibilities

• Evaluate grant applications to ensure compliance for federal and state funding aimed at assisting low-income renters in multiple jurisdictions on Maryland's Eastern Shore.
• Manage and supervise a team of Development Officers responsible for administrative tasks related to grant programs.
• Support initiatives that expand affordable housing options for low-income residents.

Required Qualifications

• High school diploma or equivalent.
• At least six years of professional or administrative experience.
• Acceptable substitutions include college credit hours (30 per year, up to four years), bachelor's degree plus two years of experience, master's degree in lieu of experience, or equivalent military staff experience related to administrative duties on a year-for-year basis.

Preferred Qualifications

• Experience managing federal housing programs, such as the Housing Choice Voucher Program.
• Skills in monitoring compliance, conducting quality control, and preparing for HUD audits or SEMAP assessments.
• Demonstrated ability to lead and supervise teams by setting goals, fostering collaboration, and ensuring effective communication.

Licensing

If assigned duties that require operation of a motor vehicle, applicants must possess a valid Maryland driver's license.
