Job description
Position Overview
This full-time contractual role within the Maryland Board of Nursing (MBON) supports the department’s mission to safeguard the public by investigating nursing programs and possible violations of the Nurse Practice Act. The investigator will collect, analyze, and document evidence to assist the Board of Nursing and the Attorney General’s Office in making informed regulatory or disciplinary decisions, including resolving unresolved Cold Cases.
The incumbent will also prepare detailed investigation reports, maintain precise case documentation for tracking and statistical purposes, and provide testimony at administrative hearings and court sessions related to Nurse Practice Act violations.
Key Responsibilities
- Conduct comprehensive reviews and investigations regarding nursing programs and alleged infractions of nursing regulations.
- Collect and analyze evidence to support enforcement and legal actions.
- Compile thorough investigative reports and organize case files for reporting and monitoring.
- Testify effectively during hearings and court proceedings concerning nursing practice violations.
Required Knowledge and Skills
- Understanding of accepted healthcare standards, policies, and procedures.
- Familiarity with healthcare principles, operational practices, and procedural protocols.
- Strong research capabilities and excellent organizational skills.
- Effective communication skills for liaising with patients, healthcare professionals, colleagues, other agency staff, and the general public.
- Clear and concise presentation of recommendations, reports, and testimonies.
- Ability to exercise independent judgment, discretion, and maintain confidentiality of sensitive information.
Educational and Experience Requirements
- High school diploma or equivalent credential is mandatory.
- Four years of administrative or professional work experience required.
- Substitutions allowed: 30 college credit hours can replace one year of experience up to four years; a Bachelor’s or Master’s degree may fully substitute experience requirements.
- Relevant U.S. Armed Forces military service as a commissioned officer in related staff roles may count year-for-year as experience.
Preferred Qualifications
- Expertise in accurate documentation and record maintenance.
- Proven ability to independently plan, organize, and complete assigned tasks.
- Basic computer literacy with understanding of information technology and data security concepts.
Licensing and Other Requirements
The role may require valid Maryland motor vehicle operator's license if driving is part of the job duties.
Selection Process
Applicants who fulfill the minimum and selective qualifications will undergo evaluation based on submitted education, training, and experience details. Accuracy and completeness in job applications are essential. Foreign education evaluations may be requested.

Employee Benefits
Contractual employees working 30+ hours per week may qualify for subsidized State Employee and Retiree Health and Welfare Benefits, paying 25% of medical and prescription premiums with the State covering 75%. Optional coverage for dental, accidental death, dismemberment, and life insurance is available at full employee cost.
Leave accrual is provided at one hour per 30 hours worked, capped at 40 hours annually.
