Job description
Role Overview
This position entails overseeing the design and management of the Republic of Singapore Navy's National Service (NS) system. Serving as the expert authority on NS policies, you will provide advisory guidance related to NS Full-time personnel and NSmen, focusing on their engagement, promotions, awards, and recognition.
Key Responsibilities
- Develop and administer an effective and sustainable NS system within the RSN encompassing engagement, recognition, and administrative processes.
- Act as the subject matter expert on NS policies.
- Offer advisory support on policies affecting NSF and NSmen engagement, administration, promotions, and awards recognition schemes.
- Address NS cases at the RSN level that exceed the capacity of NS Relations Officers at Formation or Flotilla levels promptly and appropriately.
- Fulfill the role of NS Relations Officer for Naval Engineering & Logistics Command, Headquarters RSN, and the RSN NSmen Holding List.
- Supervise timely and efficient administration of promotion and recognition programs for all NSFs and NSmen within RSN.
Challenges
- Managing elevated expectations and increasingly vocal NSmen within a dynamic National Service environment.
- Proactively anticipating engagement needs to more effectively address NSFs' and NSmen's concerns.
- Analyzing and resolving complex NS issues that cross multiple functional domains.
Candidate Profile
- Minimum of six years' relevant professional experience.
- Desirable experience in creating and implementing new frameworks and systems.
- In-depth knowledge of NS policies, procedures, and systems.
- Ability to operate autonomously and handle complex NS cases using sound judgment.
- Strong communication and interpersonal skills for effective NSmen engagement.
- Resourcefulness and problem-solving skills to understand and resolve NSmen's issues leveraging available resources.
- Proficiency in technology and capability to manage and support NS digitalization efforts.
