Role Overview

We seek a seasoned Senior Apps Presales Solution Architect to lead the design and strategy of application solutions for government projects, emphasizing Commercial Off-The-Shelf (COTS) integrations and software modernization initiatives. This role acts as a strategic advisor to clients and internal teams, guiding end-to-end software solution development, managing public sector tenders, and enabling business growth through innovative architectures.

Key Responsibilities

  • Lead comprehensive solution design activities for enterprise applications, including COTS implementation, software customization, and modernization.
  • Engage with customers to gather business requirements, understand operational challenges, and align with digital transformation goals.
  • Craft detailed technical proposals, architecture blueprints, implementation strategies, and integration plans.
  • Design software solutions that are scalable, secure, and compliant with Singapore Government standards such as GCC and GCC 2.0.
  • Provide technical guidance throughout the sales process from initial opportunity assessment through contract closure.
  • Lead the preparation of technical responses to government RFPs, RFQs, ITTs, focusing on application and software scopes.
  • Collaborate with sales, delivery, operations, and technology teams to develop competitive and unique proposals.
  • Manage solution costing, sizing, licensing models, risk evaluations, assumptions, dependencies, and compliance documentation.
  • Participate in proposal reviews, client presentations, and clarify tender requirements as needed.
  • Support commercial negotiations and bid activities.
  • Architect solutions utilizing COTS products, enterprise software, microservices, APIs, and cloud-native patterns.
  • Evaluate and design integration approaches between legacy and modern COTS/custom applications.
  • Advocate best practices in application governance, data security, resilience, and operational excellence.
  • Serve as a trusted technical consultant to clients, partners, and internal colleagues regarding application strategies.
  • Build strategic partnerships with software vendors, ISVs, and other key stakeholders.
  • Work closely with delivery teams ensuring smooth transition from presales to implementation phases.
  • Provide mentorship to junior architects and presales consultants where applicable.

Required Qualifications

  • At least 8 years of experience in Application Solution Architecture, Software Engineering, Presales Engineering, or Technical Consulting.
  • Practical experience implementing, configuring, and integrating COTS solutions in large enterprise or government settings.
  • Background working within system integrators, managed service providers, software vendors, or technology consulting firms.
  • Proven track record supporting public sector and enterprise application modernization projects.
  • Experienced in tender responses, bid management, and engaging customers during presales processes.
  • Demonstrated success in designing and presenting complex, multi-million-dollar software and application solutions.
  • Strong analytical abilities and problem-solving skills.
  • Capability to integrate technical expertise with business insight.
  • Excellent communication and presentation abilities.
  • Ability to work both independently and collaboratively within cross-functional teams.
  • Good understanding of software licensing, cloud hosting costs, system sizing, and effort estimation.
