Senior Estimation Engineer (Civil & MEP - Infrastructure)

Overview

We are seeking a seasoned Senior Estimation Engineer specializing in Civil and MEP infrastructure projects, encompassing roads and utilities (both wet and dry). This role involves crafting detailed tender estimates, Bills of Quantities (BOQs), pricing, and technical proposals with precision and competitiveness, ensuring they align perfectly with project requisites.

Key Responsibilities

• Direct the preparation of comprehensive cost estimates for infrastructure and road projects adhering to BOQs, drawings, and Ashghal standards.
• Perform detailed quantity take-offs, analyze productivity, and plan resources effectively for tender submissions.
• Scrutinize tender drawings and specifications to thoroughly understand project scope and uncover discrepancies or needed clarifications.
• Collaborate closely with engineering, procurement, and subcontractor teams to gather pricing data and resolve queries.
• Assess supplier quotations for technical fit, compliance with commercial terms, and associated risks.
• Formulate detailed rate build-ups covering labor, materials, equipment, overhead costs, and profit margins.
• Study material costs, labor output, and equipment expenses to create precise and competitive estimates.
• Identify project risks, scope deficiencies, and uncertainties, incorporating mitigation measures accordingly.
• Keep up-to-date cost databases, market pricing benchmarks, and historical project data.
• Engage actively in tender clarifications, negotiations, and the finalization of bids.
• Manage priorities to guarantee punctual and accurate submission of all tender documents.
• Compile tender briefs and summary reports for management review and approval.
• Ensure all estimates adhere to Ashghal, QCS, and internal estimation protocols.
• Provide cost engineering expertise for budgeting, controlling expenses, and forecasting project finances.
• Support project teams, procurement, and cost control divisions during the initial stages of awarded projects.

Qualifications & Experience

• At least 10 years of extensive experience in estimation, rate build-up preparation, BOQs, and technical bidding for large-scale infrastructure assignments.
• A bachelor’s degree in Civil or MEP Engineering is mandatory.
• Proficient in estimation software such as Candy, CCS, or BuildSmart, with strong skills in cost analysis, pricing approaches, and risk assessment.
