Data Manager

Overview

Dezign Concepts seeks a Data Manager to work onsite in Bethesda, MD, supporting enterprise data management, integration, governance, and configuration management efforts essential to mission objectives. The role demands handling complex, evolving data volumes and ensuring structured, reliable, and accessible enterprise data aligned with operational goals. Candidates must hold an active Top Secret Security Clearance with Polygraph.

Key Responsibilities

• Develop, uphold, and enhance comprehensive enterprise data lifecycle workflows including ingestion, storage, use, archiving, and retention.
• Lead data governance initiatives by defining data standards, validation rules, metadata practices, and quality assurance processes.
• Integrate diverse data sources across federated systems to maintain interoperability consistent with mission needs.
• Manage and optimize enterprise-level data repositories and storage infrastructure.
• Perform extensive data quality evaluations and institute standardized methods to boost data dependability while minimizing manual efforts.
• Conduct configuration management activities including controlled technical documentation reviews to ensure alignment, traceability, consistency, and version control.
• Analyze data structures, workflows, and policies to recommend improvements enhancing data accessibility and operational effectiveness.
• Prepare and maintain documentation such as reports, briefing materials, and technical artifacts related to data governance and integration.
• Facilitate integration of new data models, standards, schemas, and related artifacts into current data environments.
• Collaborate with teams across engineering, operations, and stakeholders to address evolving data requirements.
• Advise on enhancements to data architecture, governance, interoperability standards, and repository performance.
• Effectively communicate technical analyses and recommendations through written reports, presentations, and verbal briefings tailored to technical and non-technical audiences.

Candidate Qualifications

• U.S. citizenship is mandatory.
• Active Top Secret SCI clearance with Polygraph required.
• Bachelor's degree or equivalent plus eight or more years of experience in data management, governance, integration, or enterprise data environments; alternatively, twelve or more years of relevant experience without a degree.
• Proven expertise in managing enterprise data lifecycle and governance initiatives.
• Experience in data integration, interoperability, metadata management, and data repository administration.
• Strong knowledge of configuration management concepts including version control and documentation governance.
• Competency in producing technical documentation, reports, and briefings.
• Proficiency with data tools such as SQL, Python, Excel, and Access or similar technologies.
• Experience with enterprise data repositories and storage platforms.
• Ability to assess and improve operational data procedures for quality and efficiency.
• Excellent verbal and written communication skills for diverse audiences.
• Capable of working independently and collaboratively in a dynamic mission-focused environment.

Preferred Experience

• Prior work within Intelligence Community or federal government programs.
• Knowledge of data governance frameworks, metadata standards, and best practices in enterprise data management.
• Familiarity with collaboration and configuration management software like Jira and Confluence.
• Experience with cloud-based storage and data management systems.
• Exposure to automation techniques for data validation, ingestion, and reporting.
• Participation in configuration control boards and engineering documentation management.
• Understanding of interoperability standards and data exchange methodologies.
• Experience creating documentation such as data lifecycle, governance, integration, and performance reports.
