Principal/Associate Transport Planning and Mobility Engineer

Overview

We are looking for a seasoned Principal or Associate Transport Planning & Mobility Engineer who holds the RTA Level 3 Approved Liaison Engineer certification to join our Transport Planning & Mobility team based in Dubai. This senior position focuses on delivering transport planning, traffic engineering, and innovative mobility solutions across various projects within our Transport & Infrastructure division, primarily within Dubai.

Key Responsibilities

• Lead and oversee the preparation of Traffic Impact Studies (TIS), Transport Assessments, masterplan transport strategies, and mobility frameworks.
• Manage traffic modelling and simulation using software like VISUM, VISSIM, SIDRA, or similar tools.
• Design integrated mobility plans incorporating public transport, active travel options, first/last mile connectivity, and smart mobility technologies.
• Ensure compliance with Dubai RTA guidelines, policies, and strategic plans.
• Review, approve, and validate technical reports, models, analyses, and design suggestions.
• Serve as the designated RTA Level 3 Liaison Engineer, managing all communications and approvals with RTA throughout project cycles.
• Provide expert advice on RTA standards, processes, and compliance for transport initiatives.
• Maintain robust relationships with RTA and other regulatory bodies in Dubai.
• Coordinate transport planning efforts alongside highways, urban planning, utilities, environmental, and infrastructure teams to ensure integrated network solutions aligned with masterplans and land use developments.
• Support project managers in aligning transport deliverables with overall programme timelines and milestones.
• Engage directly with clients and stakeholders, presenting transport strategies, leading workshops, meetings, and data-driven discussions to support project outcomes.
• Mentor junior staff in transport planning, conduct technical reviews, and uphold quality and consistency in deliverables.
• Contribute to business development efforts including proposal writing, client presentations, and identifying growth opportunities to strengthen consultancy capabilities within the Transport & Infrastructure unit.

Qualifications and Experience

• Academic background: Bachelor's degree in Transport Engineering, Civil Engineering, Urban Planning, or a related field; Master's degree is preferred.
• Minimum of 12 to 15+ years in transport planning and mobility roles within engineering consultancy environments.
• Mandatory: RTA Level 3 Approved Liaison Engineer certification.
• Proven track record in delivering Dubai-based transport projects such as traffic impact studies and mobility strategy development.
• Comprehensive understanding of Dubai RTA standards, regulatory frameworks, and approval procedures.
• Experience working on large-scale infrastructure and land development projects.
• Proficiency with traffic modelling software including VISUM, VISSIM, SIDRA or equivalents.
• Strong multidisciplinary coordination abilities across complex projects.
• Excellent communication skills, advanced stakeholder engagement, and effective client management capabilities.
• Business acumen with experience contributing to proposals and supporting organizational growth.
