Overview

The Scrum Master / Business Analyst role blends project management expertise with business analysis and Agile facilitation to ensure project outcomes align tightly with organizational objectives.
Responsibilities
- Collect, analyze, and clarify business requirements, converting them into scalable and technical solutions.
- Design and develop automated workflows and integrations to enhance operational efficiency.
- Support all phases of the application lifecycle, including development, testing, deployment, and ongoing production support.
- Apply best practices for security, compliance, performance, and maintainability in solutions.
- Identify, diagnose, and resolve issues related to applications, integrations, and platforms.
- Collaborate effectively with project managers, business analysts, architects, and technical teams to drive successful project delivery.
- Create and maintain detailed technical documentation and deployment/operational support guides.
Qualifications
- Over five years of experience in project management, business analysis, Scrum Master, or program management roles focusing on technology initiatives.
- Proven track record in gathering, documenting, and managing business and functional requirements involving diverse stakeholders.
- Experience overseeing federal government contracts and familiarity with service-oriented delivery structures.
- Demonstrated ability to manage project backlogs, prioritize tasks, and maintain delivery roadmaps.
- Skilled in managing service level agreements (SLAs) and monitoring operational performance indicators.
- Knowledgeable in Agile practices, Scrum ceremonies, and requirements management methodologies.
- Familiar with IT Service Management (ITSM) including incident, problem, and change management processes.
- Experience working with government reporting mandates such as performance metrics, Contract Data Requirements Lists (CDRLs), and Quality Assurance Surveillance Plans (QASP).
- Strong skills in resource allocation and capacity planning.
- Exceptional communication, facilitation, presentation, and stakeholder engagement abilities.
- Ability to prioritize competing demands and make sound operational decisions under pressure.
- Experience managing relationships with clients, vendors, and platform partners.
- Ability to lead multidisciplinary teams in fast-paced consulting settings.
Preferred Qualifications
- Experience in federal contract transitions, recompetes, and knowledge transfer processes.
- Certifications such as Certified Scrum Master (CSM), Professional Scrum Master (PSM), or related Agile credentials.
- Knowledge of Section 508 accessibility standards, Authority to Operate (ATO) procedures, and federal compliance requirements.
- Project Management Professional (PMP) certification or an equivalent project management qualification.
