Role overview
This position is responsible for round-the-clock response to fire incidents, hydrocarbon releases, toxic gas leaks, rescue operations, and fire loss control situations across the island. The role is focused on protecting people and assets by reducing the risk of injury, loss of life, and property damage during emergencies.
In an incident, the officer supervises fire service personnel and auxiliary fire team members as required and may act as incident commander until a more senior fire officer takes over. The scope of work covers all operational and municipal facilities on the island.
Key responsibilities
- Oversee the island Fire Training Centre under the guidance of the Lead Fire Training Officer and ensure all training is delivered in line with approved standards and Fire Service policies.
- Take command during emergency situations until relieved by a senior fire officer, then coordinate firefighters involved in firefighting, oil and chemical spill control, oil and gas release response, rescue, and medical emergencies.
- Develop training materials and deliver professional emergency response training for Fire Service personnel at all levels, including UAE Nationals enrolled in Career Development and Personnel Development programs.
- Prepare training content and conduct fire, emergency response team, and chemical incident courses for ADNOC Offshore facilities and associated marine vessels.
- Create emergency scenarios and run simulation exercises for response personnel, including the Auxiliary Fire Team and offshore Fire Teams.
- Deliver fire, emergency response, chemical incident, breathing apparatus, and life support training for ADNOC Offshore and related contractors across Zirku Island, including the Auxiliary Fire Team.
- Provide instruction on department equipment used for technician-related activities, such as carbon dioxide and air compressors, bulk dry chemical filling machines, and breathing apparatus test rigs.
- Carry out daily inspections of ADNOC Offshore facilities to confirm compliance with company HSE rules, Fire Codes, and standards, and prepare related reports, BSA, and STOP observations.
- Supervise and instruct personnel on the testing and maintenance of major firefighting vehicles to ensure staff competency and emergency readiness.
- Test marine firefighting tugs and key fire main components to verify reliability and preparedness for emergencies.
- Review and improve emergency procedures, maintenance programs, technical instructions, and training manuals for the department.
- Develop and review methods for chemical disposal and carry out safe disposal of hazardous chemicals from both emergencies and routine operations.
- Plan, coordinate, and supervise activities in the assigned area to achieve functional goals.
- Train and build the capability of assigned staff so they can perform effectively and meet section objectives.
- Support departmental and section budget preparation, help implement approved budgets and work plans, and monitor significant variances for cost control.
- Apply approved department and section policies, systems, standards, and procedures in line with company and international requirements.
- Follow all applicable laws and regulatory requirements.
- Contribute to section performance objectives as part of the company performance framework.
- Introduce practical tools and methods that improve the quality and efficiency of operations.
- Identify process improvements by benchmarking against best practices and ISO-aligned standards to create effective solutions.
- Comply with HSE policies, procedures, controls, and sustainability guidelines in line with international standards, best practices, and ADNOC Code of Practices.
- Provide inputs for section MIS and progress reports for company management.
Qualifications and experience
- A bachelor's degree is required.
- Experience of 5 to 6 years in firefighting, fire protection, and the use of fire and life support equipment within the oil industry is required.
- At least 5 years of that experience must be at a senior level.
- Strong command of English is required.
- Professional certification at Watch Commander level and Fire Service Instructor level, or an equivalent qualification, is required.
Working relationships
Internally, the role involves frequent coordination with site personnel up to Team Leader level and with the HSE team on daily operational matters. Externally, it involves regular interaction with fire equipment suppliers and training-related contacts for purchasing and training matters.
