Project Context

This role supports Bechtel’s ongoing work as Management Services Contractor for the Royal Commission in Saudi Arabia’s Jubail and Ras Al Khair Industrial Cities. The renewed 5-year contract focuses on expansive civil infrastructure such as residential, commercial, educational, healthcare, and utility facilities alongside roads, ports, and pipelines.

Role Summary

The QS & Contract Administration Supervisor, based in Ras Al Khair, leads quantity surveying and contract administration functions for engineering projects. The role ensures accuracy and compliance in commercial documents, effective contract governance, and alignment with Royal Commission policies to support cost control and project delivery success.

Primary Responsibilities

• Lead and coordinate technical review of RFPs, bid documents, and design change proposals to validate quantity take-offs, bills of quantities, and scope completeness.
• Work closely with engineering disciplines to identify and rectify design errors, omissions, and missing pay items.
• Promote standardized methods of measurement and provide training to design consultants and QS teams.
• Manage contractual administration by implementing responsibility matrices, monitoring contract progress, and addressing financial, technical, or schedule issues.
• Facilitate negotiations and approvals for contract changes, representing company interests in discussions with moderate complexity.
• Prepare regular status reports and guide Saudi National Contracts Administrators through coaching and knowledge transfer.

Required Education and Experience

• Bachelor’s degree in engineering or quantity surveying with 10-13 years’ relevant experience, or 14-17 years applicable work background.
• Proven experience in infrastructure projects including site preparation, highways, and buildings.
• Expertise in measurement methods, bill of quantity structures, and comprehensive knowledge of construction disciplines (civil, structural, electrical, mechanical, telecommunications).
• Strong contract formation, negotiation, cost engineering, estimating and claims experience.
• Prior supervisory experience and proficiency in Microsoft Office applications.

Preferred Qualifications

• Professional certifications such as P.E., MRICS, MCIOB, or AACE membership.
• Experience with CSI Masterformat and composite pay item coding.
• Previous involvement with Bechtel projects and Middle East regional expertise desirable.
• Client partnership and collaboration experience encouraged.

• Strong aptitude for coaching on standard measurement methods and contract administration.
• Competence managing priorities, guiding team performance, and fostering a diverse culturally sensitive work environment.
