Role Overview and Responsibilities
- Develop and maintain a comprehensive supplier database categorized by performance, capacity, and financial stability.
- Conduct thorough evaluation and industry reference checks to empanel suppliers effectively.
- Continuously monitor and update supplier performance data for active projects.
- Create and manage a repository of procurement best practices and market conditions to promote efficient negotiations and foster a competitive supplier environment.
- Gain an in-depth understanding of project requirements and devise procurement plans aligned with market trends, organizational needs, and supplier availability in consultation with the Head of Procurement.
- Collaborate with internal teams including Design, Planning, Estimation, Execution, Quality, and Safety to ensure category strategies encompass comprehensive project scopes and conditions.
- Develop strategic supplier relationship plans, considering material criticality, availability, and technology needs.
- Coordinate preparation of Request for Quotation (RFQ) documents including Bills of Quantity, technical specifications, and drawings alongside the Purchase Executive.
- Identify and shortlist potential suppliers through pre-bid evaluations, compiling necessary project and financial documentation to establish a qualified supplier panel.
- Submit the shortlisted supplier panel to the Head of Procurement, ensuring supplier pre-qualification aligns with project scope and complexity.
- Manage the entire RFQ process—launching, conducting pre-bid technical meetings, tracking submissions, and facilitating bid openings.
- Ensure timely collection of all mandatory bid submissions, maintaining active follow-up with bidders.
- Provide continuous updates to the Head of Procurement regarding RFQ progress and clarify additional supplier inquiries as required.
- Verify completeness and accuracy of all RFQ submission documents against requirements.
- Compile rate analyses and benchmark industry data to support negotiation strategies.
- Negotiate with suppliers on price, delivery schedules, warranties, and other commercial terms.
- Prepare comparative assessments of supplier credentials, capabilities, and price quotations against market and budget benchmarks.
- Ensure all decision factors are documented to facilitate transparent and objective supplier comparisons.
- Obtain internal approvals for purchase awards and maintain comprehensive RFQ documentation following organizational SOPs.
- Issue final procurement documents including Letters of Intent, Purchase Orders, and Bank Guarantees.
- Secure supplier acceptance of purchase orders post-approval and signature.
- Confirm accurate payment terms are configured in the ERP system for efficient billing once contracts are finalized.
Eligibility
Applicants should hold a B.Tech or B.E. degree in Civil Engineering.
