The position calls for strong federal procurement expertise, hands-on leadership, and the ability to improve operations in complex, compliance-driven environments.

In this role, you will work with government representatives, contractors, and internal stakeholders to provide direction across the full acquisition lifecycle. A major part of the job is strengthening team performance, improving efficiency, and helping ensure contractual goals are met successfully.

Key accountabilities

  • Direct a team of contract specialists who support both pre-award and post-award acquisition work.
  • Make sure acquisition records and processes align with federal rules, including FAR, DFARS, and relevant agency guidance.
  • Serve as a go-to expert on federal procurement, contracting fundamentals, and the acquisition lifecycle.
  • Evaluate analytical results and refine methods to improve how acquisition operations are run.
  • Advise on staffing levels, assignment distribution, and workflow improvements.
  • Lead hiring, interviewing, onboarding, and other staffing activities needed to satisfy contract obligations.
  • Oversee training efforts, including recurring learning sessions and professional growth activities.
  • Manage contractor performance reviews, development plans, and administrative personnel matters.
  • Handle timekeeping, telework arrangements, alternative schedules, and other workforce administration tasks.
  • Act as the main liaison between government clients and contractor staff.
  • Run team meetings, operational check-ins, and recurring status updates with stakeholders.
  • Prepare monthly performance summaries and operational metric reports.
  • Track contractor performance and resolve issues related to staffing, workload, or day-to-day operations.
  • Support change initiatives, technology rollouts, and ongoing process improvement efforts.
  • Coach team members and encourage accountability, teamwork, and professional development.

Requirements

  • A bachelor’s degree in finance, business, law, contracts, purchasing, quantitative methods, organizational management, information technology, or a similar field.
  • At least 10 years of federal procurement experience, including GS-1102-equivalent responsibilities.
  • At least 5 years supporting Department of Defense acquisition or contract administration work.
  • Strong knowledge of the federal acquisition lifecycle, contracting concepts, and procurement regulations.
  • Solid command of FAR, DFARS, and DoD acquisition policies and procedures.
  • Ability to assess complex issues, create practical solutions, and improve operating processes.
  • Proven background in team leadership, resource planning, and workflow improvement.
  • Excellent communication, interpersonal, leadership, and stakeholder management skills.
  • Experience overseeing contractor performance, training programs, and workforce development.
  • Understanding of DoD Procurement Data Standards (PDS).
  • Experience contributing to change management and system or technology implementation work.
  • Comfort using Microsoft Office tools, including Excel, Word, PowerPoint, and SharePoint.
  • Experience with acquisition platforms such as ECWM Contract Writing System, PIEE applications, Integrative Acquisition Environment (IAE), and similar DoD systems.

Preferred qualifications

  • Prior GS-1102 experience within the Department of Defense or Defense Health Agency environment.
  • Background in implementing acquisition or contract writing systems.
  • Experience supporting defense healthcare programs or major government initiatives.
  • Eligibility for Public Trust clearance or an active clearance.

Benefits

  • Medical, dental, and vision coverage, with employer-paid healthcare benefits for employees.
  • Life insurance.
  • Flexible paid time off, bereavement leave, and 11 paid company holidays.
  • 401(k) plan with employer matching.
  • Training reimbursement and professional development support.
  • The chance to contribute to high-impact government programs.
  • A collaborative workplace that values innovation, operational excellence, and career growth.

Data privacy and hiring process

Applications are reviewed using an AI-assisted matching process designed to screen candidates quickly and consistently against the role’s main requirements. The best-matching applicants are then shared with the hiring company, which manages interviews, assessments, and final hiring decisions.
