Procurement Manager for High-Rise Mixed-Use Development

About the Role

We are looking for an experienced Procurement Manager to spearhead the entire procurement and subcontracting operations for a major mixed-use high-rise development project situated in Riyadh. This project includes multiple towers, luxury 5-star hotels, supporting infrastructure, and specialized works.

Key Responsibilities

• Formulate and maintain a comprehensive procurement plan aligned with the overall project schedule, budget, and milestones.
• Manage the complete procurement lifecycle from package preparation and market analysis to evaluation, negotiation, contract awarding, and project closeout.
• Administer multiple procurement categories such as Civil/Structural, Mechanical, Electrical and Plumbing (MEP), Façade, Fit-out, Furniture, Fixtures and Equipment (FF&E), Landscaping, and specific hotel systems.
• Establish and sustain an extensive database of qualified suppliers and subcontractors, performing rigorous technical, financial, and health, safety, and environment (HSE) prequalification assessments.
• Prepare detailed tender documentation including Scope of Work (SOW), Bills of Quantities (BoQ), and technical specifications; oversee management of provisional sums and nominated subcontractors to ensure adherence to budgetary constraints.
• Lead structured negotiations aimed at optimizing value through favorable rates, payment terms, warranties, and delivery schedules without sacrificing quality; propose cost-saving value engineering solutions to enhance project performance.
• Monitor the procurement and delivery timelines of long-lead items, coordinate manufacturing, factory inspections, customs clearances, and on-site logistics.
• Collaborate with engineering and quality assurance teams to review technical proposals, product samples, mock-ups, and submittals prior to contract awards.
• Direct and manage the procurement team members which include engineers, buyers, and coordinators; track key performance indicators such as budget compliance, schedule adherence, and vendor performance; generate executive-level reports and dashboards.
• Ensure full compliance with ethical standards, conflict of interest policies, and all contractual obligations relevant to the project and local jurisdiction.

Qualifications and Experience

• Bachelor’s degree in Engineering (preferably Civil), Construction Management, or a related discipline.
• At least 15 years of extensive procurement experience in large-scale construction projects focused on high-rise towers and luxury hospitality/5-star developments.
• Demonstrated expertise within the Riyadh/Saudi Arabian construction market, including deep knowledge of local suppliers, supply chains, and procurement processes.
• Strong technical skills including interpretation of complex drawings, Bills of Quantities, and specifications, along with proficiency in ERP and procurement management software.
• Excellent leadership capabilities, confident negotiation skills, analytical problem-solving aptitude, and effective stakeholder engagement.
• Fluent command of English, both written and oral; Arabic language skills considered a significant plus.
• Professional certifications such as CIPS or CPSM are highly advantageous.
