Role Overview

The Project Procurement Manager will lead procurement operations for construction projects from start to finish. This is an on-site, full-time position in Riyadh, Saudi Arabia. The role covers building procurement plans tailored to each project, finding and screening vendors, sending out quotation requests, reviewing proposals, negotiating commercial and contractual terms, and keeping supplier performance on track. You will work closely with project management, engineering, and finance teams to keep buying activities aligned with project schedules, while also handling delivery tracking, issue resolution, documentation, policy compliance, and procurement process improvements.

Key Responsibilities

• Prepare and execute procurement plans based on the needs of each construction project.
• Source, assess, and qualify suppliers for materials and services.
• Issue RFQs, review quotations, and compare bids to support purchasing decisions.
• Negotiate contracts and commercial terms while managing risk effectively.
• Coordinate procurement timelines with project, engineering, and finance stakeholders.
• Track material and equipment deliveries and address supply-related delays or disruptions.
• Maintain complete and accurate procurement documentation and records.
• Ensure procurement activities follow company policies and applicable regulations.
• Monitor supplier performance and support ongoing improvements in cost efficiency and procurement processes.

Required Profile

• Hands-on experience in procurement and supplier assessment, especially for construction-related goods and services.
• Strong background in contract negotiation and contract administration.
• Ability to analyze bids, evaluate total cost of ownership, and make informed purchasing decisions.
• Prior exposure to project-driven environments, ideally in construction or engineering.
• Bachelor’s degree in Supply Chain Management, Business, Engineering, or a similar discipline, or equivalent relevant experience.
• Good communication and relationship management skills for working with internal teams and outside vendors.
• Comfort working on site in Riyadh, handling several priorities, and meeting demanding deadlines.
• Working knowledge of procurement systems or ERP tools, plus familiarity with local regulations and industry standards.
• Procurement or supply chain certifications such as CIPS or CPSM are a plus.
