Position Overview
Chesterfield County is seeking a qualified Appraiser to join the Real Estate Assessment team. This full-time position offers a hybrid work schedule, allowing remote work three days per week and two days in-office at the Chesterfield, VA location. The role entails conducting property inspections, performing market analyses, and contributing to accurate property tax assessments.
Compensation and Benefits
The annual salary range for this role is $59,053 to $79,720. Additional benefits are provided as detailed in the county's employee benefits summary.
Qualifications
- Bachelor’s degree in real estate, business, public administration, finance, or a related discipline.
- At least four years of experience in mass appraisal of residential and agricultural properties.
- Minimum one year of experience appraising commercial, industrial, or special purpose properties, or equivalent combination of education and experience.
- Strong knowledge of appraisal methods and techniques pertinent to residential and commercial real estate, as well as understanding of financial and economic factors influencing commercial property values.
- Proficient in analyzing real estate market trends, interpreting building plans, maps, blueprints, and data for tax assessment purposes.
- Excellent verbal and written communication skills, with the ability to interact professionally with officials, property owners, tax representatives, and the public.
- Competency with Microsoft Access, Excel, Word, and experience with Marshall & Swift cost estimating software.
- Preferred certifications include Residential Evaluation Specialist (RES), Certified Assessment Evaluator (CAE), or relevant state license.
- Valid driver’s license with a clean driving record in accordance with Virginia DMV standards (no more than six demerit points within 24 months or one major violation within 36 months). Applicants with out-of-state driving records must provide valid documentation for the past three years at the time of the interview.
- Must successfully pass pre-employment drug screening, FBI criminal background check, and degree verification.
Responsibilities
- Conduct site inspections of new and existing residential, agricultural, and commercial properties for appraisal purposes.
- Utilize statistical analyses to determine accurate tax assessments and prepare detailed reports.
- Respond to inquiries from property owners and agents regarding the valuation and assessment process.
- Assist with documentation related to contested assessments.
- Perform additional duties as assigned to support the department.
Work Schedule and Location
Standard work hours are Monday through Friday from 8:30 a.m. to 5:00 p.m. The role supports a hybrid schedule with remote work permitted three days weekly.
