About the Role

The City of Belleville is offering a Temporary Full-Time opportunity within the Environmental Services Department for an experienced Wastewater Collections Locator. This role, based at 31 Wallbridge Crescent, Belleville, ON, involves providing locates, leak detection, and handling on-call responsibilities for the city's wastewater collection system. The position reports to both the Supervisor of Wastewater Collection and the Supervisor of Linear Infrastructure and requires adherence to union guidelines under CUPE.

Key Responsibilities

  • Make informed decisions following Standard Operating Procedures, Emergency Operating Procedures, and government legislation to ensure public health and safety.
  • Locate, mark, and map underground municipal infrastructure in compliance with regulatory and industry standards.
  • Review municipal infrastructure documents and interpret maps, drawings, and plans accurately.
  • Maintain clear and effective communication with contractors, property owners, and other stakeholders requesting locates.
  • Keep detailed and accurate records of all locate activities.
  • Conduct leak detection and Sanitary Inflow & Infiltration detection services.
  • Participate in maintenance activities such as sewer cleaning using hydraulic and mechanical methods, sewer lateral rodding, maintenance hole inspections, wet well cleaning, and storm pond upkeep.
  • Perform repairs on wastewater collection components including mains, force mains, laterals, and maintenance hole structures.
  • Operate and monitor pumping stations and their equipment efficiently.
  • Assist in investigating customer concerns, responding to operational issues, and collecting samples when necessary.
  • Contribute to health and safety audits, Quality Management System inspections, and maintain clean, safe working conditions.
  • Participate in a rotating on-call schedule, ready to respond within 30 minutes to emergencies 24/7.
  • Verify and update Geographic Information System (GIS) data to ensure accurate infrastructure mapping.
  • Use and maintain equipment safely, particularly electrical tools such as rodding machines, generators, and pumps.
  • Communicate professionally with all stakeholders and uphold high standards of customer service.
  • Integrate principles of Equity, Diversity, and Inclusion into all aspects of the role.

Qualifications and Experience

  • Minimum education includes successful completion of a two-year post-secondary program in Civil or Construction Engineering or equivalent.
  • Possess a valid Wastewater Collection Class 2 License as per Ontario Regulation 129/04 (MECP Certification).
  • Hold a valid Class DZ Driver's License with a safe driving record.
  • Provide a satisfactory Criminal Record Check before employment commencement.
  • At least three years of experience working in a large municipal wastewater collections system.
  • Demonstrated knowledge of standard locating and leak detection techniques.
  • Experience with municipal infrastructure locates and proficiency with related software and logging tools.

Preferred Qualifications

  • Certified Engineering Technologist diploma.
  • MECP Water Distribution Subsystem Certification.
  • Experience in general water sampling, operational troubleshooting, and familiarity with large equipment like jet rodders, backhoes, and loaders.
  • Understanding of the Safe Drinking Water Act and occupational safety regulations related to trenching, shoring, and confined spaces.
  • Basic computer skills including Microsoft Office suite and time/attendance software.
  • Excavating experience is a plus.

Work Details

  • Work hours are Monday through Friday, 7:00 AM to 3:30 PM.
  • Position includes participation in a rotating on-call schedule requiring 24/7 emergency response readiness, with availability to respond within 30 minutes.
  • Wage rates vary based on Certification Level: Level 2 ($37.00/hr under review), Level 3 ($40.86/hr), and Level 4 ($42.02/hr under review).
