Role Overview

The City of Belleville is seeking a motivated and detail-oriented By-Law Enforcement Officer to join the People & Corporate Services Department. In this role, you will investigate alleged by-law and legislative violations, work with property owners and tenants to secure compliance, and take legal or enforcement action when required.

Position Details

This is a permanent full-time union position in CUPE, based at 179 Pinnacle Street, Belleville, Ontario. The role requires 35 hours per week, working Tuesday to Saturday from 8:30 a.m. to 4:30 p.m. The file number is SV26-27. The salary range is Jurisdiction A Grade 10, $34.13 to $39.23 per hour. There is one vacancy. The closing date is Thursday, July 9, 2026 at 4:30 PM.

What You Will Do

You will report to the Manager, Bylaw Enforcement and carry out investigations, inspections, enforcement activities, and related documentation. The work includes applying the city’s bylaws and relevant legislation, communicating compliance requirements, and preparing evidence and records for legal proceedings when necessary.

  • Assess alleged violations and decide on the appropriate enforcement response under applicable bylaws and legislation
  • Use investigative methods to confirm facts and determine next steps
  • Enforce city bylaws and respond to public questions
  • Arrange inspections and inspect properties for structure, plumbing, wiring, heating, sanitation, fire safety, life safety, and related issues
  • Carry out inspections and investigations in line with legislation and enforcement procedures
  • Issue notices and orders to property owners and other affected parties when non-compliance is identified
  • Explain corrective steps needed to achieve compliance
  • Prepare reports, inspection notes, correspondence, and records that may support legal action
  • Coordinate with contractors and provide direction to help resolve non-compliance issues
  • Process contractor invoices related to remedial work
  • Work with other organizations and contractors as needed
  • Lay charges under the Provincial Offences Act
  • Prepare court briefs and attend proceedings to present evidence when required
  • May be assigned to support enforcement of Emergency Orders and Regulations on behalf of the Province of Ontario or the federal government
  • Maintain professional, effective communication with staff, consultants, agencies, and the public while delivering strong customer service
  • Carry out duties with a commitment to equity, diversity, inclusion, fairness, accessibility, and respect for different perspectives and cultures
  • Complete other assigned duties as required

Education and Certification

Applicants must have a two-year college diploma in Legal Administration, Law and Security, or an acceptable combination of education, training, and experience. Membership and certification with the Ontario Association of Property Standards Officers are required. A valid G-class driver’s licence and a satisfactory driver’s abstract must be maintained. A satisfactory criminal record check is required before starting work.

Experience and Knowledge

You should have at least two years of by-law enforcement experience. Knowledge of the Property Standards By-law, Yards By-law, Building Code Act, Municipal Freedom of Information Act, Landlord and Tenant Act, and Provincial Offences Act is preferred. Experience with CityView is also considered an asset.

Skills and Working Style

This position calls for strong customer service ability, clear communication, and calm de-escalation skills. You should be comfortable working in high-stress situations and be able to determine priorities, escalate matters appropriately, and make sound decisions during field investigations.
