Role Summary

We are looking for a Vice President to lead Business Development for the public sector within Saudi Arabia and Bahrain. This position supports the Saudi & Bahrain cluster’s efforts to partner with governments to develop broad and specific use-case programs dedicated to digitizing the economy and establishing a transparent, efficient, and seamless digital payments infrastructure aligned with Vision 2030.

Key Responsibilities

• Identify, evaluate, cultivate, and close new market-wide or targeted government solutions on both solicited and unsolicited bases.
• Collaborate with local Country Manager, Business Development leads, and regional teams to build and manage a robust pipeline of business opportunities consistent with market strategies.
• Develop and track account plans and KPIs, overseeing program management across discovery, qualification, prioritization, planning, execution, and codification phases.
• Assist with preparation of Quarterly Business Reviews and Annual Budget Planning for the local market.
• Engage Mastercard’s Government Centre of Excellence and other global units to co-design applicable commercial and non-commercial solutions for public sector engagements.
• Lead or contribute to the design of strategic and commercial initiatives aimed at sustainable, scalable, and repeatable business models.

Deliverables

• Generate and manage leads, develop business development pipeline and account plans for key government clients.
• Create compelling pitch decks and tailor customer narratives, solutions, and value propositions.
• Monitor and report progress regularly with market and regional teams on country initiatives.
• Provide demand analysis for existing and future Mastercard solutions to the Government Centre of Excellence.
• Communicate clearly with Country Managers, Regional Government Engagement heads, and in-country teams regarding program status, risks, gaps, and escalate issues when necessary.

Qualifications and Skills

• Comprehensive knowledge of political structures and regulatory frameworks in Saudi Arabia and Bahrain, including key stakeholders.
• Strong grasp of payment ecosystems and digital economy infrastructures.
• Proven capability in business development to drive momentum and achieve measurable outcomes.
• Well-established relationships and networks within the local government sector.
• Preference for Saudi nationals.
• Fluency in both Arabic and English, written and spoken.
