Role Overview

The Vice President of Project Management Office (PMO) for a major power organization is a strategic executive responsible for leading enterprise-wide excellence in project and program management across utilities, energy, engineering, construction, and contracting sectors. Based in Houston, TX, this position requires approximately 50% travel and direct hire engagement.

Key Responsibilities

  • Craft and implement the PMO strategy tightly aligned with the company's vision and growth plans.
  • Develop and enforce governance frameworks, methodologies, standards, and best practices throughout the enterprise.
  • Manage a broad portfolio encompassing capital projects, utilities, renewable energy, transmission, distribution, generation, infrastructure, and construction initiatives.
  • Act as a trusted consultant to executive leadership on project outcomes, allocation of resources, and investment strategies.
  • Lead transformative organizational changes and continuous improvement efforts.
  • Supervise project portfolio planning, prioritization, and execution at the enterprise level, tracking health, schedule, budget, and mitigating risks.
  • Implement tools and metrics for portfolio oversight, facilitating executive-level reviews and governance.
  • Direct multidisciplinary teams including project and program managers, schedulers, cost analysts, and support staff.
  • Optimize resource management ensuring high workforce productivity.
  • Ensure adherence to safety, quality, environmental, and regulatory compliance throughout project execution.
  • Establish project controls covering scheduling, budgeting, forecasting, and change management for consistency across initiatives.
  • Oversee large-scale capital and operating budgets, managing financial performance with forecasting and earned value analysis.
  • Lead contract strategy, negotiation, execution, and compliance monitoring to manage scope and change orders.
  • Manage vendor and contractor relations, mitigating commercial risks tied to projects.
  • Implement risk management practices and maintain compliance with all relevant federal, state, local, and industry regulations.
  • Champion a strong safety culture consistent with industry-leading utilities, energy, and construction standards.
  • Maintain readiness for regulatory audits and ensure project regulatory compliance.
  • Engage with stakeholders including leadership teams, customers, regulators, contractors, and partners to foster strong relationships.
  • Provide executive reporting on portfolio performance, risks, and strategic recommendations.
  • Lead communication during key project execution phases and organizational changes.

Qualifications

  • Bachelor's degree in Engineering, Construction Management, Project Management, Business Administration, or related disciplines.
  • Minimum of 15 years of progressive leadership in project and program management within engineering, construction, utilities, energy, or contracting organizations.
  • At least 7 years of experience in executive leadership managing extensive PMO functions or major capital projects.
  • Demonstrated success managing projects exceeding $50 million in value.
