Role overview

The Vice President of Operations will lead the company’s operational framework to support long-term efficiency, consistency, and measurable performance. This person will guide senior managers, shape cross-functional strategies, and create solutions that improve workflow, strengthen productivity, and support continuous improvement. The role also serves as a strategic connection between executive leadership and operational teams, with responsibility for resource optimization and operational execution that advances the organization’s goals and market position.

Key responsibilities

  • Build and strengthen the teams that manage contracts, ensuring they have the capability and knowledge needed to carry out their work effectively.
  • Support efforts aimed at reducing fraud, waste, and program misuse by ensuring staff can investigate retailers identified by FNA as suspected of SNAP fraud; recommend ways to detect new fraud patterns and improve investigative methods; identify nearby retailers that may also be involved in fraudulent activity and share that information with FNA; and coordinate with state and local partners when directed by FNA. These services help ROC protect program integrity and maintain compliant, effective investigations.
  • Set the direction for client deliverables and guide teams to work closely with clients so expectations are clearly understood and final outputs meet those expectations.
  • Create plans for developing new business opportunities, including an internal RFP process that improves how new business requests are received and handled.
  • Plan and oversee the launch of new contracts, ensuring contractual obligations are met and staffing is aligned with project needs.
  • Manage operational budgets and supervise financial reporting to confirm that spending stays within approved limits.
  • Develop teams that maintain customer relationships, support new initiatives, and collaborate across the organization to maximize available resources.
  • Design measurement systems to track contract performance and improvement, identify gaps, and help teams implement corrective actions and enhancements.
  • Apply corporate policies and safeguard the privacy of employee personnel records.
  • Develop policies and operating plans for the contracts function so they align with the broader organizational strategy.
  • Review team performance regularly, provide timely feedback, and manage formal performance reviews to encourage strong service delivery, engagement, motivation, and professional growth.

Reporting and decision-making level

The position operates with broad policies and general goals, requiring little day-to-day functional direction. Escalation to management is uncommon and typically happens only when policy interpretation or clarification is needed.

Education and experience

A master’s degree is required. Candidates with substantial directly relevant experience may be considered in place of formal education where permitted. The role calls for 15 or more years of experience. Subject-matter certification may also be required depending on the specific contract.
