Job description

Position Overview

The Vice President of Project Operations is a senior leadership role focused on building and running the company’s project management framework, delivery operations, resource coordination, and performance oversight. The position is accountable for helping the organization achieve its strategic goals through strong project execution and operational discipline.

This role generally reports to the CEO, President, COO, or Group Senior Vice President and leads the PMO, project operations staff, project managers, and related support functions.

Strategic Planning and Operations Leadership

The role involves shaping the company’s project operations strategy, creating an end-to-end project lifecycle framework, improving project management standardization, refining delivery models, and setting governance structures. It also requires converting corporate strategy into executable project plans and ensuring major initiatives move forward in line with business priorities.

Project Portfolio Management

Responsibilities include assessing new project proposals, ranking priorities, evaluating ROI, planning resources, and balancing risk versus reward. The position also oversees development of the project pipeline, portfolio balancing, value assessment, resource optimization, and exit decisions for projects when needed.

Project Execution Oversight

The Vice President of Project Operations monitors all active projects across schedule, budget, quality, risk, change, and delivery dimensions. The role is expected to ensure timely completion, cost discipline, quality adherence, and outcomes that meet customer expectations.

PMO System Development

This position is responsible for establishing and continuously improving project policies, processes, standards, templates, review systems, audit practices, and management tools. It also includes oversight of PMIS platforms and toolsets such as Jira, Microsoft tools, Project, Asana, Monday.com, and Smartsheet.

Team Leadership

The role leads leaders and managers including the Project Director, Senior Project Manager, Project Manager, PMO Manager, and Project Coordinator. It includes team building, talent development, performance management, promotion planning, and succession planning.

Resource Coordination

Resource management covers human, financial, and technical resources. The position is expected to handle staffing, competency alignment, personnel allocation, budget approval, cost control, ROI tracking, technical platform development, tool setup, and technical support coordination.

Risk Management

An enterprise-wide project risk framework must be established and maintained across strategic, financial, delivery, technical, legal, and compliance areas. The role includes risk identification, assessment, early warning systems, and contingency planning.

Client and Stakeholder Management

The position maintains strong working relationships with key clients, partners, investors, the Board of Directors, and government agencies. It also involves project reporting, client satisfaction management, conflict resolution, and business communication.

Daily, Weekly, Monthly, and Quarterly Operations

Daily responsibilities include project operations meetings, status reviews, issue resolution, and executive reporting. Weekly work includes project progress reviews, KPI analysis, resource coordination meetings, and client communication. Monthly work includes operations reporting, budget review, performance evaluation, and strategic project reviews. Quarterly work includes portfolio optimization, team performance reviews, strategic planning adjustments, and operational improvement planning.
