Transportation Maintenance Tech I/II/III - Port Arthur Maintenance

Role Overview

This position supports day-to-day transportation maintenance and field operations, including roadway upkeep and repair, operation of light and heavy equipment, preventive and minor equipment servicing, traffic control, and assistance to the public during emergencies. The work involves interaction with private entities and is performed with standard operating practices that require limited close supervision.

Transportation Maintenance Tech I Duties

• Help identify, repair, and install signs, delineators, mailbox supports, and posts; complete basic welding when needed; move and use tools, materials, equipment, and related supplies.
• Support law enforcement at crash scenes and assist motorists who are stranded.
• Set up and manage traffic control by placing and collecting cones, warning signs, and barricades, and by directing traffic when required.
• Decide where traffic control devices should be placed and install or reposition them.
• Check barricades to confirm they meet required standards.
• Maintain highways and rights-of-way, complete roadway repairs, install and repair guardrails, highway markers, and signs, and transport materials and equipment to work sites.
• Maintain picnic areas, rest areas, rights-of-way, maintenance yards, and comfort stations.
• Collect litter and debris from roadsides and work areas.
• Mow rights-of-way and recreational areas and carry out plant and landscape upkeep such as trimming trees and brush.
• Operate light equipment such as front-end loaders up to 1.25 cubic yards, pneumatic rollers, rotary brooms, spreader boxes, backhoes, street sweepers, and mowers.
• Perform preventive maintenance inspections, routine servicing, and minor repairs on equipment, and complete required records such as time reports, equipment forms, inventory logs, accident reports, and PMI documentation.
• Sand or clear bridges and roadways, post warning signs, assist the public, and carry out assigned duties during emergencies such as floods, tornadoes, hurricanes, snowstorms, accidents, and hazardous material incidents.
• Assist with inspection of maintenance contract work to verify that contractors build and maintain roadways, bridges, traffic signals, and related structures according to plans and specifications.
• Carry out other assigned duties as needed.

Transportation Maintenance Tech II Duties

• Act as the sole maintenance contract inspector on a small project.
• Help inspect traffic control devices and their placement at construction sites for compliance with specifications, safety laws, rules, regulations, and the Texas Manual on Uniform Traffic Control Devices.
• Maintain construction and/or bridge inspection records, process paperwork, and review files for compliance with the bridge inspection Manual of Procedures.
• Perform highway and right-of-way maintenance, skilled roadway repairs, and installation or repair of guardrails, highway markers, and signs, while hauling supplies and equipment to the job site.
• Run heavy equipment such as a front-end loader of 1.5 cubic yards or more, tractor-trailer haul truck, large dragline, shovel, paint striper, and dump truck.
• Identify, repair, and install signs, delineators, mailbox supports, and posts; perform welding; and handle related tools, materials, and products.
• Inspect routine maintenance contract work to confirm construction and maintenance quality for roadways, bridges, traffic signals, and related highway structures.
• Analyze maintenance issues and apply practical solutions to more complicated problems.
• Inspect materials, equipment, and production methods at manufacturing sites or supply points to confirm that construction materials meet department standards.
• Work on a survey crew and operate survey tools such as a theodolite, transit, level, electronic distance meter, and total station.
• Complete other duties assigned.

Transportation Maintenance Tech III Duties

• Perform highly skilled highway and right-of-way maintenance, including roadway repairs and installation or repair of guardrails, highway markers, and signs.
• Inspect routine and non-routine maintenance contract work to ensure roadways, bridges, traffic signals, and related structures meet plans and specifications.
• Operate advanced heavy equipment such as a motor grader, large excavator, heavy bulldozer, crane, herbicide truck, heavy asphalt paving machine, self-propelled asphalt distributor, and profiling or milling machine.
• May lead a work crew and make sure the work meets project specifications.
• Train other employees.
• Perform other assigned responsibilities.

Qualifications

No formal education is required.

Experience requirements vary by level: Transportation Maintenance Tech I requires no prior experience; Tech II requires 1 year of relevant experience; and Tech III requires 2 years of relevant experience. Acceptable experience includes transportation engineering support, roadway maintenance, construction inspection, heavy equipment operation, or similar work. Full-time experience counts directly, and part-time experience may be prorated. Related technical training or education from an accredited institution may replace experience on a year-for-year basis.

Licensing and Certification

• A valid driver’s license is required at the time of application because the job involves driving a state vehicle.
• A Commercial Class A driver’s license with an N endorsement is required, or it must be obtained within the stated calendar days after hire.
• Military applicants with equivalent licensing experience must still obtain a Texas Class A CDL within the required number of days after employment.
• A Commercial Driver’s License is preferred.

Competencies and Skills

For Tech I, the role calls for working knowledge of transportation maintenance methods, inspection procedures, highway and bridge materials, traffic control rules, maintenance practices, safety standards, computer use, hand and power tools, light and heavy equipment, and safe work habits, along with the ability to follow verbal and written instructions.

For Tech II, stronger knowledge is needed in inspection methods, vehicle mechanics, maintenance and repair procedures, and safety standards, plus the ability to coordinate labor, materials, and equipment, prioritize assignments, and use computer systems effectively.

For Tech III, the position requires advanced knowledge of construction and maintenance methods, plan and specification review, estimate and compliance requirements, and traffic control rules, along with strong public relations skills and the ability to operate light and heavy highway equipment.

Physical Demands and Working Conditions

• Protective equipment must be worn, including a respirator, hard hat, steel-toed boots, and other required gear.
• Work may involve extreme temperatures, both below 32 degrees and above 100 degrees, for more than one hour.
• The job may expose the employee to noise, vibration, moving vehicles, mechanical parts, heights, heat, chemicals, fumes, odors, dust, mists, gases, and poor ventilation.
• This is medium work, with lifting up to 50 pounds at once and frequent lifting or carrying of objects up to 25 pounds.
• Tasks may involve climbing ladders, stairs, scaffolding, and ramps; balancing; stooping; kneeling; reaching; hearing verbal communication; and using visual judgment to operate vehicles and equipment and assess facilities and structures.

Employment Conditions

• The role is physically demanding and requires a pre-employment physical examination.
• A drug test is required before hire for safety-sensitive positions, and the role is subject to random drug testing.
• Under federal testing rules, medical marijuana is not an acceptable explanation for a positive result in this role.
• The employee must be able to report for duty within the required minutes after notification, on a 24-hour basis, for emergency response.
