Overview
BLUMEPROT+ technology is looking for a Training and Change Management Specialist to support training delivery and organizational adoption for a federal client using Oracle Federal Financials as a shared service platform. The position focuses on helping internal and external users understand and adopt system updates, new capabilities, and revised business procedures. This is a designated key personnel role.
The work is based in Norfolk, VA and is intended for direct applicants only. Recruiting or staffing firm submissions will not be accepted.
What you'll do
- Create and present training programs for users across the supported agencies, including learning outlines, job aids, and other instructional resources.
- Lead the change management effort for upgrades, enhancements, and process revisions so users can smoothly adopt new ways of working.
- Design and implement change strategies that encourage adoption and reduce disruption during releases and configuration changes.
- Work closely with program management, help desk teams, and functional leaders to keep training and communications aligned with release timelines and support needs.
- Track training impact and user adoption, then refine content and delivery based on feedback and performance results.
- Contribute to documentation by helping develop SOPs, desk guides, and user manuals.
Requirements
- Bachelor’s degree in a related field.
- At least 4 years of experience in training or change management.
- Background in creating and delivering end-user training and guiding adoption for system or process changes.
- Excellent written and spoken communication skills, with the ability to explain technical updates in simple user-friendly language.
- Must be able to pass a federal background investigation and gain client site access.
Preferred experience
- Experience with Oracle E-Business Suite, Oracle Federal Financials, or similar enterprise financial systems.
- Exposure to federal financial management environments and shared service operations.
- Prosci/ADKAR or another change management certification, or experience in instructional design.
