Tendering Manager - Overhead Transmission Lines & Underground Cable Projects

About the Position

We are looking for a seasoned Tendering Manager with a focus on Overhead Transmission Lines (OHTL) and Underground Cable (UGC) projects. The successful candidate will oversee complete bid management for high-voltage power transmission infrastructure projects in Saudi Arabia, mainly handling systems from 132kV to 380kV and above. This position requires ensuring that all tender designs and proposals comply with Saudi Electricity Company (SEC) standards and other key EPC client requirements.

Key Responsibilities

• Lead the entire tendering process including request for quotation, bid submission, contract negotiation, and contract award phases.
• Review and analyze tender documents, technical specifications, and bills of quantities relating to OHTL and UGC projects.
• Develop detailed technical proposals covering route planning, conductor and cable selection, tower design, and installation techniques.
• Prepare comprehensive commercial bids that incorporate cost estimates and pricing aligned with project scopes.
• Collaborate closely with engineering, procurement, and construction teams to ensure accuracy of bid inputs.
• Ensure all bids meet relevant SEC regulations and international standards like IEC and IEEE.
• Oversee subcontractor and vendor quotation processes and evaluate submitted costs.
• Conduct risk assessments, value engineering analysis, and bid optimization exercises.
• Engage in client discussions, clarify technical and commercial points, and support negotiation activities.
• Maintain organized records of bid documentation, lessons learned, and tender archives.

Candidate Requirements

• Bachelor’s degree in Electrical Engineering or Power Engineering required; Master’s preferred.
• Minimum of 10 to 15 years’ experience in power transmission projects focusing on OHTL and UGC works.
• Demonstrated expertise in bidding and tendering for high-voltage projects spanning 132kV to 500kV.
• Comprehensive knowledge of OHTL design tools and techniques such as PLS-CADD, tower spotting, and sag-tension analysis.
• Proficiency in underground cable systems including XLPE cables, routing, and installation methods.
• Strong grounding in EPC project costing and contract conditions.
• Excellent familiarity with the Saudi electricity market, SEC rules, and major clients like Aramco, SEC, and NEOM.
• Outstanding capabilities in cost estimation, commercial negotiation, and proposal documentation.
• Proven leadership skills and efficient stakeholder coordination abilities.
