Position Summary

The City of Pittsburgh is hiring a Talent Acquisition Coordinator to act as a visible, service-focused representative of the organization and help strengthen recruitment efforts. In this role, you will support a positive candidate journey that reflects the City’s brand, mission, and values while working closely with departments, hiring managers, and HR colleagues. The position is centered on full-cycle recruiting, modern sourcing methods, workforce outreach, and talent acquisition practices that help the City hire and keep a skilled, diverse workforce. You will also help ensure that hiring activities follow employment laws, civil service rules, collective bargaining agreements, internal policies, and established procedures.

This is a full-time, onsite, non-union position classified as non-competitive civil service.

General Application Requirements

  • Applicants must submit a complete application, including education history, work history, a resume if requested, and all supplemental questions.
  • Candidates must already live in the City of Pittsburgh, or move there before starting employment, and continue to live there throughout employment.
  • A current and valid Pennsylvania Class C driver’s license, or an equivalent out-of-state license, is required when applying. It will be checked before appointment and must remain valid during employment. Out-of-state licenses must be transferred within 30 days. Requests for accommodation under the Rehabilitation Act of 1973 and the Americans with Disabilities Act will be reviewed individually by the Department of Human Resources & Civil Service.
  • The City conducts pre-employment and promotional background checks for all considered candidates. These may include criminal history, driver’s license review, and City real estate tax payment status. A candidate may be removed from consideration depending on the outcome of the review.
  • Official transcripts confirming post-secondary education, such as college, university, or trade school records, must be submitted before hire.

Qualifying Requirements

  • You must show at least 2 years of professional experience in talent acquisition, recruiting, staffing, human resources, workforce development, employee onboarding, customer service, communications, marketing, public outreach, or a similar field.
  • You must also demonstrate an associate degree in Human Resources, Business Administration, Public Administration, Communications, Marketing, Psychology, Management, Business Management, Human Services, Education, or a related discipline.
  • Education, training, and work experience may be combined or substituted on a year-for-year basis, provided the total qualifying requirement of 4 years is clearly met in the application.

Key Duties

  • Support and coordinate recruitment activity across the full hiring cycle.
  • Work with hiring managers, department leaders, and HR staff to build and carry out recruiting strategies that address staffing and operational needs.
  • Build productive relationships with internal teams and outside stakeholders to create a responsive and professional candidate experience.
  • Prepare and distribute recruiting promotions and employment advertisements through job boards, social media, community outreach, schools, workforce partners, and other channels.
  • Identify and engage qualified candidates through outreach, networking, labor market research, talent pipelines, and workforce development efforts.
  • Organize recruitment tasks such as job postings, candidate communication, hiring paperwork, and onboarding assistance.
  • Represent the City at job fairs, community programs, workforce initiatives, informational meetings, online hiring events, and other public outreach activities.
  • Help develop, implement, and continuously improve talent acquisition programs, hiring processes, recruitment initiatives, and workforce outreach strategies.
  • Partner with hiring managers and HR staff to support fair, consistent, and compliant hiring practices aligned with employment laws, civil service rules, collective bargaining agreements, internal policies, and standard procedures.
  • Use hiring data, recruitment metrics, and labor market information to guide staffing decisions, improve recruitment efforts, and support process enhancements.
  • Communicate clearly and professionally, both verbally and in writing, with applicants, employees, leaders, community partners, and the public.
  • Maintain recruitment files, hiring reports, and related records according to departmental and organizational requirements.
  • Complete additional related tasks and responsibilities as assigned.
