Job description
Role summary
This mid-level Supply Chain Specialist position sits within Kiewit’s supply network and focuses on procurement and subcontractor/vendor management for construction projects across North America. In this role, you’ll help lead purchasing activities for engineered equipment, subcontracts, professional services, commodities, permanent plant materials, and small tools and supplies. You’ll work closely with procurement, engineering, estimating, design, and site teams to build project-specific contract templates, negotiate with vendors and service providers, and coordinate with corporate attorneys and senior leadership when needed.
About the group
The supply network team supports clients across transportation, water/wastewater, power, OGC, building, and mining markets. The group’s goal is to secure equipment, materials, and services at competitive pricing while maintaining quality, schedule compliance, and alignment with client requirements.
Location
This position is based in the Greater Toronto Area and will be located at one of the project site locations.
Key responsibilities
- Manage the full purchasing cycle from pre-bid through project closeout.
- Represent the company in supplier, subcontractor, and professional services negotiations.
- Work through commercial terms and conditions with vendors and subcontractors while balancing project risk and competitiveness.
- Coordinate and monitor the purchasing buyout process.
- Lead or support team members involved in buying and estimating materials, equipment, subcontracted work, and professional services.
- Identify, assess, and qualify vendors, subcontractors, materials, and equipment providers.
- Prepare requisitions and purchase orders for supplies and equipment.
- Help develop and apply procurement and contract administration policies and procedures.
- Track ordered and received goods.
- Support analysis of market conditions and delivery systems to understand current and future material availability.
- Handle vendor and contractor disputes, grievances, and claims.
- Review purchase orders, subcontracts, and related claims for compliance with company policy.
- Communicate purchasing standards to project teams and provide training to ensure adherence.
- Manage forecasting, financial planning, expediting, delivery schedules, and purchasing reports.
- Prepare risk assessments and mitigation plans related to cost, schedule, quality, and buyout activities.
- Oversee procurement analytics, reporting, and key deliverables.
- Support project mobilization, including office setup and site general arrangement.
- Coordinate with material management teams to ensure materials are properly received and controlled.
Qualifications
Applicants should hold a bachelor’s degree in business, supply chain, construction management, engineering, or a related field, along with at least 3 years of experience in engineering, construction, or a comparable industry. Strong experience in vendor and subcontractor management is required, including selection, evaluation, performance oversight, and contract closeout. The ideal candidate is detail-oriented, highly organized, flexible, motivated, and capable of handling multiple tasks accurately under deadlines. Strong interpersonal, written, and verbal communication skills are important, along with leadership ability and the confidence to work independently or as part of a team.
Tools and systems
Strong working knowledge of Microsoft Excel, Outlook, and Word is expected, along with general database familiarity. SAP experience is considered an asset. Candidates should also understand equipment and materials commonly used in Engineering, Procurement and Construction (EPC) projects.

Compensation and benefits
The base salary range for this role is CAD 75,000 to CAD 100,000 per year. Final pay may vary based on factors such as education, experience, skills, and location.
