Job description

Overview

This position entails managing human resources functions within a military context, specifically interpreting and applying military personnel regulations, developing workforce strategies, and providing expert consultation on a variety of HR topics relevant to naval personnel management.

Key Responsibilities

  • Interpret current and proposed military personnel action regulations to assess their impacts on organizational dynamics.
  • Evaluate workforce performance data to determine employee training and development needs.
  • Analyze both qualitative and quantitative data to compile and present human capital management reports for leadership.
  • Offer consultation services for strategic HR concerns, including workforce planning, compensation, and organizational structuring.
  • Create strategic staffing plans to ensure fulfillment of future personnel requirements.

Qualifications & Conditions

  • Applicants must be U.S. citizens and suitable for federal employment.
  • Participation in direct deposit payroll is mandatory.

Specialized Experience

Candidates should demonstrate at least one year of specialized experience equivalent to the GS-07 federal grade level, including:

  • Reviewing pay, personnel allowances, and entitlements consistent with legal guidelines.
  • Ensuring quality assurance through maintenance of automated personnel system records.
  • Monitoring personnel actions such as separations, transfers, and retirements for official record-keeping.
  • Using automated systems to validate pay and personnel actions accurately.
  • Identifying and correcting workflow inefficiencies to improve operational productivity.
  • Providing expert advice on policies related to pay and personnel accounts, resolving complex questions and issues.
  • Reviewing transactions that update service members' pay and personnel records.

Education

In absence of required specialized experience, qualifications may be met through education by providing:

  • A Master's degree or its equivalent from graduate studies.
  • Completion of two full years of progressively advanced graduate education leading to a Master's degree.
  • A law degree (LL.B. or J.D.) in a related field.
