Role Overview

The Lead Human Resources Specialist will oversee a comprehensive human resources program managing a team of HR specialists and assistants. This role involves resolving complex staffing and recruitment challenges across the organization, collaborating closely with program coordinators such as the Exceptional Family Member Program (EFMP) to act as a liaison supporting service members and their families. Additionally, the role includes providing briefings and information about EFMP transfers to both Active Duty and Reserve military personnel.

Key Responsibilities

  • Manage and direct a human resources program through a dedicated team of specialists and assistants.
  • Address and resolve staffing and recruitment issues organization-wide.
  • Work jointly with program coordinators like EFMP to support service members and dependents.
  • Deliver presentations related to Exceptional Family Member Program transfers to military personnel across Active Duty and Reserve components.

Essential Qualifications and Requirements

  • Must be a citizen of the United States.
  • Eligibility for federal employment and compliance with direct deposit pay program are mandatory.
  • Successful completion of E-Verify employment verification is required for new Department of the Navy hires.
  • Federal employees generally must meet time-in-grade requirements to apply.
  • Retired military retirees must comply with regulations concerning employment within 180 days of retirement.
  • Male applicants born after December 31, 1959, are required to register for Selective Service.
  • Ability to obtain and maintain necessary interim or final security clearances is necessary; failure to do so may result in withdrawal of employment offer or dismissal.
  • At least one year of specialized experience equivalent to GS-09 level or comparable in private/public sectors is needed, demonstrating duties such as reviewing military billet assignments, preparing written communications, assisting with PCS placements for EFMP members, utilizing personnel databases, and resolving military order concerns.

Education Requirements

  • Ph.D. or equivalent doctoral degree;
  • OR completion of three full years of progressively advanced graduate education leading to such a degree;
  • OR LL.M. degree related to the position.
