About the Company

The Veterans Health Administration (VHA) is recruiting an experienced Supervisory Human Resources Specialist focused on Employee Relations and Labor Relations to oversee complex HR functions within VISN 15. This position supports one of the largest healthcare systems serving U.S. Veterans.

Role Overview

The role acts as the Employee and Labor Relations Chief, leading strategic HR initiatives, providing policy guidance, and supervising HR teams across multiple medical centers in Illinois, Indiana, Kansas, and Missouri. The position ensures compliance with federal HR laws and regulations while addressing intricate employee and labor relations challenges.

Key Responsibilities

• Direct employee relations and labor relations programs for assigned facilities.
• Provide counsel to executive management on complex relations issues, disciplinary processes, grievances, investigations, and workplace policies.
• Apply and interpret federal human resources laws, labor regulations, and agency policies effectively.
• Oversee performance management, reasonable accommodations, workers' compensation, and workplace-related programs.
• Supervise HR personnel and manage day-to-day operations within the Shared Service Unit.
• Coordinate and assess HR projects aligning with organizational goals.
• Develop and implement HR policies, standards, and procedures.
• Foster team collaboration, professional growth, and continuous process enhancements.
• Analyze HR data to spot trends and propose solutions for workforce planning and efficiency improvements.
• Prepare detailed reports and recommendations for senior leadership.
• Design innovative strategies for workforce and succession planning, retention, and organizational advancement.
• Ensure all HR activities adhere to federal laws and organizational guidelines.

Required Qualifications

• Must be a U.S. citizen.
• Significant experience in Human Resources focusing on Employee and Labor Relations.
• Demonstrated leadership and experience supervising HR teams.
• In-depth understanding of federal HR laws, labor relations, employee relations, and performance management.
• Strong analytical capabilities, communication skills, and problem-solving proficiency.
• Ability to handle confidential data with integrity and discretion.

Preferred Qualifications

• Experience supporting federal agencies or large healthcare organizations.
• Proven background in managing union-management relations and grievance handling.
• Familiarity with workforce and succession planning, organizational development, and strategic HR initiatives.
