Senior Regulatory Procedures Governance Engineer

Job Overview

This role involves managing governance related to regulations and procedures applicable to dry gas, liquefied petroleum gas (LPG) for residential and commercial use, petroleum products trade, and the standards regulating fuel stations and service centers.

Primary Responsibilities

• Develop and update the frameworks for standards, manuals, and technical procedures overseeing petroleum products, fuel stations, service centers, and distribution activities of dry gas and LPG for residential and commercial uses.
• Engage actively in work teams of the Permanent Executive Committee overseeing fuel stations and service centers.
• Execute tasks related to unifying and enhancing collection and payment procedures for licenses.
• Participate in establishing standards ensuring compliance by all entities involved in distributing dry gas, LPG, petroleum products, fuel stations, and service centers.
• Contribute to committees tasked with organizing any commercial activities related to distribution of dry gas, LPG, petroleum products, fuel stations, and service centers.
• Conduct regular reviews of relevant regulations, requirements, standards, and guides; propose necessary amendments for approval and implementation.
• Coordinate with related entities to prepare reports on consumption across various sectors for oil and petroleum products.
• Update and suggest governance mechanisms and requirements governing licensing activities.
• Collaborate with the Communication and Media Center to promote awareness of regulatory systems and bylaws governing licensing functions.
• Define and update the fundamentals of relationships between licensees themselves, with consumers, and with gas supply sources; establish service performance standards and complaint handling procedures.
• Assist in developing accounting procedures licensees must use to separate costs related to various activity aspects from other costs.
• Work on measures to counter monopolistic practices and foster a competitive environment, encouraging investment in all activity sectors; including preventing licensees from agreements or practices that inhibit fair competition.
• Review requests related to acquisitions, mergers, or share purchases among licensees within regulatory quotas.

Qualifications

• Bachelor's degree in Engineering, Business Administration, or related fields is required.
• A Master's degree in Engineering, Business Administration, or a related field is desirable.
• At least two years of relevant experience in the field.
