Job description

Role Overview

Sharjah National Oil Corporation is seeking a Senior Project Civil Engineer to serve as the Project SPA for a new SNOC headquarters office building. The role focuses on delivering the facility safely, on time, within budget, and in line with the organization’s business goals. The position covers the project journey from early concept development through handover and close-out.

Key Project Management Duties

  • Support the project throughout its full lifecycle and provide overall management oversight.
  • Drive the consultant and contractor selection process.
  • Manage the EPC contract and assess or approve variation and change requests.
  • Track the project budget, expenditures, cost reports, forecasts, and deviations, and present updates to management.
  • Maintain the master schedule, follow critical activities, flag delays, and put recovery actions in place.
  • Lead risk workshops and manage risks related to design changes, authority approvals, utility links, contractor performance, and supply chain matters.
  • Confirm adherence to SNOC quality and HSE requirements.
  • Review major audit observations and track corrective actions.
  • Make sure the project is ready for occupancy and support a smooth handover.
  • Secure final acceptance and complete project close-out.

Engineering Responsibilities

  • Coordinate reviews of civil, structural, and architectural design work.
  • Evaluate deliverables submitted by consultants and contractors.
  • Examine drawings, plans, specifications, and other project documents linked to design and construction.
  • Assess technical submissions, drawings, specifications, and material approvals.
  • Follow design progress and coordinate with related disciplines such as OBS, IT, security, and NOC.
  • Solve technical issues that arise during design and construction, and manage design revisions and technical queries.
  • Ensure all work aligns with project specifications, company standards, industry codes, and regulatory obligations.
  • Monitor site execution for quality, safety, and schedule compliance, and contribute to constructability reviews.
  • Spot likely delays and propose mitigation steps.
  • Assist with commissioning, occupancy preparation, punch-list closure, and building handover.

Contracts and Stakeholder Coordination

  • Prepare scopes of work and tender documents for FEED consultants, EPC contractors, and suppliers.
  • Run the complete tendering cycle, including EOI, technical clarification, evaluation, tabulation, and award recommendations.
  • Handle contract administration and execution.
  • Manage contractor-issued variation orders and complete financial close-outs after claims are settled.
  • Coordinate interfaces across engineering and construction phases, including third-party contractors and external parties such as government authorities.
  • Work with SNOC management, end users, IT and security/NOC teams, and government bodies.
  • Track technical interfaces and keep interface records updated.
  • Support the acquisition of permits and NOCs from external stakeholders.

Experience and Special Conditions

  • A minimum of 15 years of experience in civil engineering and construction is required.
  • At least 5 to 10 years should be in large industrial or oil and gas infrastructure projects.
  • The candidate should have successfully delivered at least one similar headquarters, corporate campus, hospital, or large commercial building project.
  • Experience should include multi-storey office buildings and headquarters facilities covering structural concrete, steel structures, site development, roads, drainage, and utilities.
  • Strong end-to-end execution experience is needed across scope definition, tendering, contracting, engineering, procurement, construction, commissioning, and handover.
  • Hands-on field and construction experience with supervisory capability is expected.
  • Prior exposure to government agencies, contractors, and vendors is important.
  • The role requires daily commuting to the plant worksite and a valid UAE driving license.
