About the Industry Manpower Development Division

This division designs and executes initiatives that help build a future-ready workforce capable of supporting current and emerging growth sectors in Singapore. Its work includes influencing national manpower policies and strategies, strengthening the education and capability-development environment, and creating programmes that help Singaporeans access better jobs, connect with global talent, and develop industry-relevant capabilities.

Role Overview

This position focuses on strengthening Singapore’s human capital ecosystem through policy, product development, stakeholder collaboration, and data-informed decision-making. The role involves end-to-end ownership of manpower-related initiatives that support investment, industry growth, and workforce development.

Key Responsibilities

  • Design, assess, and improve human capital products such as training and placement grants for Singaporeans, as well as foreign work pass schemes that support investment attraction and industry growth. This covers the full lifecycle from concept development and communications through to rollout and implementation.
  • Work with EDB’s industry teams to build practical solutions at the sector or company level that meet talent and capability development needs.
  • Collaborate closely with other government bodies and tertiary institutions on policies and initiatives related to human capital development.
  • Study workforce data and sector trends to inform the next stage of policy design and continuous improvement.
  • Contribute across multiple project teams within the Industry Manpower Division, gaining exposure to a broad range of industries and policy approaches.

Requirements

  • Minimum 4 years of relevant experience, ideally with exposure to consulting, public policy, capability development, corporate or regional HR, or similar fields.
  • Interest in, and familiarity with, education, training, and human capital development will be an advantage.
  • Strong strategic thinking and analytical skills, with a curious, open-minded, and resourceful mindset.
  • Ability to work independently, stay self-driven, and deliver outcomes effectively and efficiently.
  • Strong written and verbal communication skills, plus the ability to engage and influence stakeholders across internal and external groups at different seniority levels.
  • Singaporean citizenship is required.
