Role Purpose

The Senior Manager in HR Strategy & Project Management will oversee the creation, governance, and execution of Red Sea Global's HR strategic framework, project portfolio, and divisional planning. This role ensures that all HR activities are aligned with corporate goals and executed cohesively across HR functions.

Primary Responsibilities

  • Lead the development and upkeep of the HR strategy framework and HR service delivery model, ensuring consistency with evolving business priorities and overall corporate strategy.
  • Track progress of HR strategic initiatives, reporting against milestones, managing risks, and providing detailed performance updates to senior HR leadership.
  • Govern strategic HR projects by setting reporting routines, facilitating stakeholder coordination, and ensuring timely delivery aligned with targets.
  • Serve as the central point for HR project governance, maintaining structured delivery methodologies, documentation standards, and stakeholder communication protocols.
  • Manage the HR division's annual business planning by consolidating inputs, deliverables, and budget proposals to align with the organization's planning schedule.
  • Establish, communicate, and monitor KPIs and objectives for the HR division alongside the Strategy & Performance team, ensuring alignment with corporate performance systems.
  • Embed change management methods into HR-related projects, coordinating stakeholder engagement, communications, and transition support to facilitate smooth organizational change adoption compatible with culture and internal messaging.
  • Develop and oversee a shared HR services model spanning Group HR and subsidiaries, including service catalog definition, pricing models, governance, and periodic maturity evaluations for continuous improvement.
  • Ensure firm alignment between corporate strategy and HR deliverables through structured planning, milestone tracking, and cross-functional reviews.
  • Collaborate on enterprise-wide transformation efforts from an HR perspective, working with organization design and workforce planning to address operational and workforce impacts.
  • Assist in implementing Saudization initiatives by contributing to workforce localization, upskilling, succession planning, and internship programs, ensuring compliance and accurate reporting aligned with regulatory and internal control frameworks.
  • Support governance, risk, and compliance (GRC) and internal audit processes related to HR projects by maintaining comprehensive documents, milestone tracking, and performance reporting, liaising primarily with the HR Policies & Procedures team.

Managerial Duties

  • Input into departmental strategy from unit or section perspective, ensuring alignment with RSG's vision and mission.
  • Help develop objectives, KPIs, and annual plans for the unit and oversee their implementation to meet targets.
  • Participate in budget setting and continuously monitor financial performance.
  • Enforce policies and procedures within the unit, communicate KPIs and performance effectively.
  • Ensure recruitment, development, and appropriate placement of unit staff in coordination with senior management.

Educational and Professional Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Psychology, or related fields (Master’s degree is preferred).
  • Minimum of 10 years of relevant experience including at least 2 years in a managerial capacity.
  • Preferred certifications include Project Management Professional (PMP) or similar project governance qualifications.
  • HR certifications such as SHRM-CP, CIPD, APHRI, or equivalents are desirable.
  • Experience or certification in organizational change management (e.g., Prosci, ACMP) is advantageous.

Collaborations

  • Work closely with internal teams including HR Centers of Excellence, Organization Design & Workforce Planning, Strategy & Performance, GRC, Legal, and Sustainability units.
  • Coordinate with RSG subsidiaries as applicable.
