About NTUC

The National Trades Union Congress (NTUC) has been advancing workers’ rights since 1961. It brings together 59 trade unions, seven trade associations, 12 social enterprises, and other partner organisations in Singapore to improve the lives of workers.

Role Overview

This position is responsible for shaping and delivering leadership development and community-building efforts for PME leaders and advocates. The incumbent will work with key stakeholders across the Labour Movement to connect leadership development outcomes with advocacy, representation, and leadership pathways.

Responsibilities

  • Create and run a structured, long-term pipeline to identify, develop, and place emerging PME leaders and advocates.
  • Build leadership discovery and talent identification initiatives to uncover high-potential PMEs across industries.
  • Design leadership development frameworks and programmes that strengthen leadership ability, advocacy readiness, and public engagement.
  • Plan and curate exposure opportunities such as leadership platforms and sector engagements to accelerate growth.
  • Develop and maintain a connected community of PME advocates and leaders that supports peer learning and ongoing engagement.
  • Work with unions and relevant partners to co-create leadership initiatives that support organisational and sector priorities.

Requirements

  • A degree in Business, Human Resource Development, Social Sciences, Public Policy, or a closely related field.
  • At least 8 to 10 years of relevant experience in leadership development, talent development, community building, or stakeholder engagement.
  • Strong capability in strategic planning and programme design.
  • Demonstrated skill in managing stakeholders and building partnerships.
  • Ability to influence and nurture emerging leaders.
  • Well-developed communication, facilitation, and analytical skills.
