About the Role
We are looking for an experienced Human Resources professional to autonomously handle the day-to-day HR functions for a U.S.-based site. This proactive position involves managing employee relations, full-cycle recruitment, vendor payroll oversight, ensuring compliance with relevant regulations, and liaising with international HR leaders.
Key Responsibilities
- Act as the main HR liaison for staff, supervisors, and local management.
- Offer advice on workplace issues, employee relations, company policies, and HR procedures.
- Collect and document relevant details of employee-related concerns and collaborate with leadership to address them.
- Maintain confidential and accurate employee records while applying HR policies uniformly.
- Oversee end-to-end recruitment processes including crafting job descriptions, managing agencies, conducting interviews, negotiating offers, onboarding, and preparing new hires for their start dates.
- Choose and oversee outside recruiting and staffing agencies.
- Review payroll information produced by an external provider, detect discrepancies, and authorize precise payroll data.
- Communicate directly with payroll vendors to resolve issues and ensure timely salary payments.
- Ensure adherence to federal and state employment, wage, benefits, and reporting standards.
- Handle mandatory government filings and stay updated on labor law changes.
- Prepare and deliver HR-related data reports to global leadership as scheduled.
- Execute HR programs and coordinate uniform practices among multiple U.S. sites.
- Assist international employees with onboarding, relocation, and repatriation when required.
Required Qualifications
- Bachelor’s degree in Human Resources, Business, or a related discipline or equivalent professional experience.
- Several years serving as an HR generalist, preferably as the primary HR contact at a location.
- Knowledgeable of U.S. federal and applicable state employment laws and reporting obligations.
- Experience managing full recruitment cycles including agency partnerships and offer negotiations.
- Competent to review payroll vendor outputs and identify errors; although not required to process payroll directly.
- Skilled in Microsoft Excel or similar spreadsheet programs.
- Capable of working independently, prioritizing tasks, and escalating sensitive issues appropriately.
- Maintains confidentiality and ethical handling of sensitive employee and compensation information.
- Legal authorization to work in the United States is mandatory.
Preferred Qualifications
- Business-level proficiency in both Japanese and English languages.
- Experience within Japanese-affiliated companies or U.S.–Japan business contexts.
- Professional HR certifications such as SHRM-CP, SHRM-SCP, PHR, or SPHR.
- Background supporting international employee relocations.
- Familiarity with HRIS or payroll systems like ADP, Paylocity, or Workday.
- Experience assisting with evaluation or rollout of new HRIS or payroll platforms.
Additional Information
Occasional travel might be necessary for activities such as assignee support or headquarters coordination; candidates should be flexible with time zone variations associated with Japan.
