Job description

About the Role

The Queensland Curriculum and Assessment Authority (QCAA) invites applications for the position of Senior Finance Officer within its Financial Services Unit. This unit oversees crucial financial, budgeting, and accounting advisory activities for the agency, including budget development, accounts payable and receivable, corporate card management, asset tracking, taxation compliance, and financial reporting. The unit also manages long-term financial forecasts and commitments. The Senior Finance Officer will provide advanced support to the Manager of Financial Services and assist with the Financial Operations team's tasks.

Key Responsibilities

  • Lead the Financial Operations team to deliver efficient accounts payable, accounts receivable, corporate card, and travel claim transactions.
  • Oversee monthly and year-end accounting processes, ensuring accuracy within the general ledger and subsidiary ledgers through transaction reviews and reconciliations.
  • Prepare annual financial statements in compliance with Australian Accounting Standards and Queensland Government reporting requirements.
  • Manage asset registers by conducting reconciliations, reviewing asset useful lives, and coordinating annual stocktakes.
  • Advise internal and external stakeholders on financial accounting policies and practices, including liaison with the Queensland Audit Office and internal audit teams during audits.
  • Prepare and submit statutory returns such as Fringe Benefit Tax, Annual Leave Central Scheme (ALCS), long-service leave, Payroll Tax returns, and Business Activity Statements.
  • Perform research related to accounting standards and draft reports, submissions, and briefing materials on financial policies, including maintaining the Financial Management Practices Manual (FMPM).
  • Identify training needs within the agency for financial accounting and contribute to the design and implementation of relevant training programs.
  • Develop and implement operational policies and procedures that support financial accounting functions.
  • Promote a culture of change management and performance development by engaging in regular two-way feedback with supervisors and team members.

Reporting Structure

This position reports directly to the Manager of Financial Services Unit and supervises three direct reports.
