About the Role

The Department of Budget and Management’s Classification and Salary Division supports Maryland’s state classification system and salary program. Its work includes issuing updated class specifications, building and refining classification standards, advising on salary plan changes, preparing compensation guidance, and training agency staff responsible for classification and pay matters. The division also serves as a source of expert counsel for state personnel leaders on classification and compensation.

This opening is for an experienced HR professional to serve as a Salary and Data Analyst.

What You Will Do

In this role, you will support the design, rollout, and ongoing upkeep of Maryland’s Compensation Plan within the Classification and Salary Division, Office of Personnel Services and Benefits. You will report to the Deputy Director of Salary Administration and contribute to position classification reviews, special assignments, and broader divisional objectives.

You will interpret and use State Personnel Management System (SPMS) rules, regulations, and standards to manage salary administration activities. This includes maintaining salary plans, reviewing compensation requests from agencies, researching and pricing salary proposals, developing practical recommendations, and delivering training on salary and compensation topics. The role is expected to operate independently in day-to-day work with limited oversight.

Key Duties

  • Update and revise salary schedules for COLA increases and other approved changes, publish Maryland salary plans, and coordinate title rate file transactions, data conversions, bulk title rate updates, and special reporting with the Office of Budget Analysis and the Department of Information Technology.
  • Prepare and process mass compensation update files for COLA, increment, ASR, and other required adjustments.
  • Oversee review and approval activities for agency personal service contracts and other non-delegated compensation actions such as reinstatements, rehires, promotions, demotions, transfers, retro COLA/increment transactions, pay equity adjustments, and new PIN creation.
  • Audit those transactions to ensure State Salary Guidelines are applied correctly and that SPMS personnel data remains accurate and consistent.
  • Work directly with agency HR teams and leadership to correct audit issues and resolve misapplications of salary guidelines.
  • Serve as a subject-matter resource for agency questions related to the compensation actions above.
  • Evaluate MS 27 Salary Exception and Cash in Lieu requests, and recommend approval, alternate action, or denial based on logical, fair, and defensible analysis in line with internal DBM/CAS procedures.
  • Communicate decisions to agency personnel and prepare correspondence for matters routed to the CHRO, Deputy CHRO, Secretary of DBM, or Governor’s Office when needed.
  • Support major studies, projects, proposals, and analyses requested by the Governor’s Office, Legislative Auditors and Committees, the Secretary of DBM, OPSB leadership, or CAS leadership.
  • Act as a liaison with unions, agencies, other jurisdictions, and personnel associations, and coordinate divisional responses to salary survey requests from other jurisdictions.
  • Prepare and deliver training sessions and presentations for agency personnel across SPMS.
  • Recommend improvements to salary procedures, rules, and operational processes.
  • Analyze reclassification requests for assigned agencies and provide recommendations to the Deputy Director of Classification or the Classification Team Administrator.
  • Use job analysis and job evaluation methods to produce sound classification recommendations.
  • Write complete, well-reasoned, and defensible classification memoranda and support decisions during grievance challenges when required.
  • Assist with special classification assignments as directed by CAS leadership.
  • Carry out other related duties as assigned.

Minimum Qualifications

You need at least three years of professional HR experience in one or more of the following areas: job analysis, job evaluation, salary administration, employee relations, labor relations, test development and validation, recruitment and examination, medical services, or HR management.

Substitution Options

  • A bachelor’s degree from an accredited college or university plus two years of professional HR experience in the areas listed above may be accepted in place of the full experience requirement.
  • Up to two years of experience may also be replaced on a year-for-year basis by thirty graduate credit hours in HR/personnel administration, business administration, public administration, statistics, tests and measurements, industrial-organizational psychology, or a closely related field.
  • For employee or labor relations roles, a Juris Doctor from an accredited law school may be substituted for the required experience.
  • U.S. Armed Forces commissioned officer experience in Human Resources classifications or Human Resources specialty codes in the Personnel field may be substituted year-for-year for the experience requirement.

Preferred Qualifications

  • A bachelor’s degree from an accredited college or university.
  • Experience handling classification and salary actions within Maryland’s SPMS.
  • Experience working independently on analyses and presenting findings in written reports.
  • Intermediate Excel ability, including pivot tables, data cleaning tools, text splitting, concatenation, trimming, left/right formulas, and lookup functions such as VLOOKUP.
  • Experience applying COMAR, State Personnel and Pensions regulations, and MOU agreements.

Licenses, Registrations, and Certifications

  • Within six months of appointment, employees in this classification must complete certification in SPMS policies and procedures and in the operation of the Statewide Personnel System through the Office of Personnel Services and Benefits, Maryland Department of Budget and Management.
  • Recertification is required every six months after that.
  • Some assignments may require driving a motor vehicle, in which case a valid Maryland driver’s license is required.

Selection and Examination Process
