Road Licensing Specialist

Role Overview

This role supports the delivery of top-tier road planning and licensing services to facilitate an effective road network within Business Area Units (BAUs) accessing the Estate. It involves developing and managing road licensing processes and analyzing related issues. The position serves as the main liaison between BAUs and regulatory bodies, supporting the implementation of the Engineering Strategy.

Contract Details

This is a 1-year fixed-term contract based in Mullingar reporting to the Engineering Process Manager.

Key Duties and Responsibilities

• Manage applications for road licences on iFORIS, ensuring all required documents are prepared for engineering-verified roads.
• Assist in creating new or enhanced models for strategic road planning within Coillte Forest.
• Contribute to enacting Coillte Forest's business processes related to strategic and tactical road planning aligned with the Engineering strategy.
• Conduct detailed data analysis using tools like Excel, SQL, and MS Access, fulfilling all reporting obligations.
• Provide expert advice across Coillte Forest on road licensing and planning matters, facilitating prompt resolution of issues within BAUs.
• Respond promptly and thoroughly to requests for additional information related to applications.
• Coordinate with wider teams to ensure timely and high-quality documentation submission to secure all applicable grant funds.

• Develop and maintain strong partnerships with key external agencies such as Forest Service and NPWS.
• Assist in reviewing and refining road licensing procedures in collaboration with regulatory authorities.

Technical Skills and Knowledge

• Relevant qualifications in Civil Engineering, Forestry, or a related field, or equivalent experience.
• Knowledge of forestry from a road planning perspective is highly valued.
• Understanding of forest road engineering principles is advantageous.
• Commercial awareness focusing on cost minimization, maximizing opportunities, and achieving targets.
• Experience ensuring regulatory compliance with safety, environmental, and silvicultural standards.
