Role overview
Clúid is hiring a Resident Housing Officer to join the Operations team in a permanent full-time role based across Cork County and Cork City, with a hybrid working arrangement. The role reports to the Resident Housing Manager. The offered salary is €44,830 to €63,017, depending on experience.
The Operations Department delivers core resident services such as allocations, rent setting and collection, and tenancy management. It also oversees estate services and community development support to help create well-maintained, welcoming neighbourhoods. In addition, the wider function includes the Housing Advice Centre, Asset Management, the in-house Clúid Works repairs team, and the Operational Excellence team, all of which support safe, high-quality homes and strong service standards.
As the organisation grows, the team also works with Commercial Development on bringing new homes into management. Clúid operates nationwide and focuses on innovation, resident satisfaction, value for money, and compliance with the AHB Regulatory Standard. The role suits someone who is caring, resourceful, conscientious, and focused on practical outcomes.
Key responsibilities
This position is responsible for delivering a responsive, resident-centred tenancy and estate management service, while continuously improving how services are delivered and how resident needs are met.
Voids and lettings
- Partner with the Lettings Team and Clúid Works to speed up the return of vacant homes, keeping void periods and related costs as low as possible.
- Make sure properties in the assigned region are managed efficiently and allocated appropriately in line with Clúid and Local Authority rules.
- Guide prospective residents on housing choices, as well as their rights and responsibilities, in a helpful and supportive way.
Tenancy management
- Refer residents to support services, care provision, adaptations, and partner agencies where needed to help sustain tenancies.
- Promote resident welfare and help safeguard people from abuse, harm, and neglect.
- Deal with tenancy breaches that are not rent-related, including anti-social behaviour and property damage, and represent Clúid Housing at RTB and court hearings when required.
Resident and community engagement
- Support residents in building safe, clean, diverse, and welcoming places to live.
- Work alongside residents to strengthen engagement structures that support community integration and local development.
- Build constructive relationships with neighbouring groups and external service providers that can benefit Clúid residents.
- Listen to and recognise resident feedback as a key source of insight into service quality.
Property management
- Carry out estate inspections and coordinate with Repairs and Property Services on maintenance and upkeep issues affecting homes and estates.
- Work with Owner Management Companies and Managing Agents, including serving as a board member where needed.
Collaborative working
- Work with colleagues across Operations to deliver strong operational outcomes for individuals and communities.
- Take part in appraising new developments and handing newly completed homes into management.
- Contribute to local and national improvement work, and support the creation and review of Housing Services policies and procedures.
- Take on other duties that are reasonably aligned with the role.
Complaints and resident voice
- Work with customers, managers, and the Complaints Manager to resolve service complaints in line with Clúid’s complaints policy.
- Help complete corrective actions and improvement commitments identified through complaints handling to support continuous improvement.

Experience and qualifications
- At least one year of experience in housing services or a face-to-face customer-facing housing environment.
- A relevant third-level qualification in housing, social care, property, or a related discipline, or progress towards one.
- A professional qualification such as ICSH, CIH, IAVI, or IPA.
- Knowledge of housing law, GDPR, the Residential Tenancies Board (RTB), and housing regulatory standards.
- A full clean driving licence.
- Property Services Regulatory Authority licence is preferred where required, with a commitment to working towards it if needed.
- Experience in housing and property services, including lettings, allocations, owner management companies, and tenancy sustainment.
- Willingness to take part in forums, working groups, or committees when required.
- Commitment to service excellence and to working in line with the organisation’s values.
