About the Role and Organisation

The Health and Safety Executive (HSE) is dedicated to preventing fatalities, injuries, and illness arising from work-related activities. HSE supports businesses and individuals in understanding workplace safety laws and offers guidance to keep workers safe. With the largest group of health and safety professionals in the country, including inspectors, specialists, policy teams, economists, lawyers, and administrators, HSE works collaboratively to safeguard people at work.

This role is based in the Tyneside area and requires full-time onsite presence, with occasional travel to the headquarters at Redgrave Court, Bootle for meetings, training, and business activities. Hybrid working is available but requires attendance at the office or business sites for approximately 60% of the working week. Candidates should consider the commute feasibility before applying.

Position Summary

As a Recruitment Manager, you will be responsible for attracting a diverse and talented group of candidates to join HSE, by delivering a positive experience throughout the recruitment process. The position involves managing various recruitment activities including individual vacancies and extensive campaigns. You will collaborate closely with other Recruitment Managers and the Talent Attraction Lead to successfully execute recruitment projects focused on talent sourcing. You will ensure candidates experience a smooth journey from application to completion and supervise Recruitment Advisors throughout campaigns. You may also contribute to larger recruitment projects and assist colleagues with complex recruitment tasks.

Note: Due to government restructuring, employees will initially join HSE but may transfer to the Building Safety Regulator (BSR), an upcoming Non-Departmental Public Body under the Ministry for Housing, Communities and Local Government.

Key Duties and Responsibilities

  • Plan and deliver recruitment for internal roles, cross-government appointments, and external vacancies meeting deadlines.
  • Conduct campaign planning and strategic meetings, offering advice on job advert content and Civil Service Success Profiles usage.
  • Identify recruitment requirements and design appropriate selection processes.
  • Develop cost-effective advertising plans utilizing HSE's channels and publish adverts accordingly.
  • Oversee recruitment processes to completion ensuring clear communication with candidates and managers.
  • Maintain and utilize recruitment databases and reporting tools to monitor progress and evaluate outcomes.
  • Handle employment offer negotiations in tandem with vacancy managers and pay teams; manage post-interview activities leading to new hire start dates.
  • Ensure all recruitment administration is completed accurately and timely within SLAs, resolving issues promptly.
  • Maintain recruitment team documentation and HR guidance; draft and communicate updates as required.
  • Lead a small team of Recruitment Advisors, guiding them to successfully onboard new hires.

Essential Skills and Criteria

  • Proven experience managing recruitment campaigns, advising hiring managers, and leading onboarding activities.
  • Strong planning and prioritization skills to juggle multiple workstreams and meet deadlines.
  • Effective communication skills tailored to various stakeholders.
  • Proficient in managing databases and reporting systems, preferably related to recruitment or HR.
  • Demonstrated leadership ability, serving as a positive role model to motivate others.

Working Arrangements and Benefits

The role is full-time with a hybrid working model, combining home and office presence as required for approximately 60% of working time. The office location is your contractual workplace.

Salary is £31,657 annually with an additional £9,171 contributed towards the Civil Service Defined Benefit Pension scheme, which is highly competitive compared to private sector provisions.
