Public Works Superintendent

Position Overview

Under the supervision of the Public Works Director, this role oversees the daily functions of the Transportation Division. The superintendent ensures effective planning, development, and upkeep of infrastructure such as roadways, bridges, drainage systems, and rights-of-way. This includes managing maintenance programs covering traffic control devices, surface treatments, drainage and treatment systems, bridge and right-of-way inspections and repairs, signage, and handling service requests from the public.

Key Duties

• Direct the daily operations of the Transportation and Stormwater Division, guaranteeing proper management of roadway, drainage, and rights-of-way infrastructure.
• Oversee transportation and stormwater responsibilities, including TRB reviews, inspections, and comments.
• Manage vendor contracts related to infrastructure construction, including contract drafting and review, insurance compliance, and project management to meet deadlines.
• Lead recruitment, training, performance assessments, and disciplinary actions for Transportation and Stormwater personnel according to organizational policies.
• Prepare, monitor, and administer the division's annual budget, forecasting expenditures and managing procurement and personnel costs.
• Provide assistance to the Public Works Director by compiling and presenting reports for staff meetings, city commission, finance advisory board, and represent the City in transportation advisory meetings.
• Perform additional tasks as needed.

Required Knowledge and Skills

• Bachelor's degree in Engineering, Project or Construction Management, Public Administration, or a related discipline plus 7-10 years of relevant management and project experience in construction, streets, or public administration; equivalent combinations of education and experience considered.
• Advanced MOT Certification required or to be obtained within six months of hire.
• Proficient reading and writing skills for complex documents such as contracts, reports, professional literature, and memos.
• Ability to create and interpret computer models for cost analysis and develop financial and budget reports.
• Strong judgment and decision-making capabilities, with skills in monitoring operations, workloads, projects, and staff performance.
• Competent with Microsoft Excel, Word, and PowerPoint.
• Skilled in building effective relationships with city employees, government officials, contractors, vendors, media, and the public.
• High attention to detail, accuracy, and safety awareness.
• Effective communication and professional presentation skills.
• Capability to research, compile, analyze data, and present findings appropriately.
• Knowledgeable in National Pollutant Discharge Elimination System (NPDES) reporting.
• Ability to read blueprints, maps, and schematics.
• Basic mathematical skills relevant to construction projects; capacity to follow technical instructions, manuals, and reports.
• Ability to perform under high pressure, with tight deadlines and a fast-paced environment.

Additional Requirements

• Valid Florida Class E driver's license.
• Successful completion of pre-employment screening including drug test, physical exam, background, and credit checks.
• Willingness to report for work during declared emergencies in Polk County.
