Role overview

The Public Sector Deal Specialist supports proposal and bid activity for Canadian public sector opportunities. This role brings together technical, operational, and commercial information and turns it into clear, compliant submission content that aligns with public procurement rules and buyer expectations. The work centers on improving compliance and rated scoring potential while ensuring all required certifications, security conditions, and contractual terms are addressed.

Core responsibilities

  • Review federal and provincial government RFPs to determine which requirements are mandatory and which are scored.
  • Break down strict evaluation criteria into practical response actions for the proposal team.
  • Work with go-to-market partners to strengthen compliance and maximize rated scoring opportunities.
  • Convert technical, operational, and commercial solution details into customer-ready proposal language.
  • Collaborate with customer partners and delivery teams to gather project evidence that matches the scope of each RFP.
  • Examine contracts, statements of work, and delivery records to confirm that references and experience claims are supportable.
  • Customize every submission to the specific opportunity, avoiding generic content that may fail public sector compliance checks.
  • Confirm that proposed solutions meet certification, security clearance, data residency, and contractual obligations before submission.
  • Create customer reference materials that clearly demonstrate relevant project experience.
  • Build detailed resource and experience matrices covering project scope, complexity, skill areas, minimum effort days, and qualification requirements.
  • Coordinate with customer partners, delivery leaders, and project managers to collect supporting evidence when no central repository is available.
  • Check all submission details for accuracy, completeness, and alignment with solicitation rules.
  • Act as a subject matter resource on Canadian public sector procurement practices.

Candidate profile

The ideal candidate is comfortable working in a team, adaptable as priorities change, and motivated by continuous growth. A strong customer orientation and a focus on helping customers succeed are important for this role.

Required experience and qualifications

  • Bachelor’s degree or an equivalent level of professional experience.
  • At least 5 years of experience supporting bids and proposals for the Canadian public sector.
  • Proven ability to interpret and respond to government RFPs.
  • Solid understanding of Canadian public sector procurement frameworks and evaluation methods.
  • Experience working with TBIPS, SBIPS, CSPV, Vendor of Record (VoR), or similar procurement vehicles.
  • Background in developing customer references, project summaries, and resource qualification matrices.
  • Strong stakeholder management and cross-functional collaboration skills.
  • Excellent written communication, strong attention to detail, and good organizational skills.

Compensation

The posted salary range for this position is $105,680 to $155,680. Final compensation may vary based on location, skills, experience, education, qualifications, and pay structure. The total package may also include performance incentives, discretionary bonuses, and additional rewards.
