About the Role
This position sits within the HR and Administration function in Dubai, UAE. The selected candidate will manage government-facing processes and ensure the company remains compliant with UAE regulations. The job calls for solid familiarity with local authority procedures, strong coordination abilities, and the capability to oversee visa, immigration, labour, trade license, RTA, municipality, and related compliance work efficiently.
Key Responsibilities
The role covers end-to-end handling of government transactions, document processing, approvals, renewals, and compliance follow-up across multiple authorities. It also involves maintaining records, supporting internal teams, and keeping management informed about deadlines, risks, and regulatory changes.
- Manage all government-related transactions with bodies such as MOHRE, Immigration, GDRFA, ICP, Dubai Economy, RTA, Municipality, Police, Civil Defence, and other relevant departments.
- Track and renew company licenses, permits, approvals, labour cards, establishment cards, immigration cards, vehicle permits, and other regulatory documents before expiry.
- Build and maintain working relationships with government departments, typing centres, Tasheel, Amer, Tawjeeh, RTA, and similar service providers.
- Monitor updates to UAE labour regulations, immigration rules, visa processes, Emiratisation requirements, and other compliance obligations.
- Handle employee visa processing from start to finish, including offer letters, labour approvals, entry permits, medical tests, Emirates ID, visa stamping, renewals, cancellations, and status changes.
- Coordinate with employees to collect required documentation and ensure all visa tasks are completed within required timelines.
- Track expiry dates for visas, labour cards, Emirates IDs, and passports to prevent fines or processing delays.
- Support management with visa planning, quota requests, labour file updates, and employee transfers when needed.
- Oversee trade license renewals, amendments, branch registrations, activity additions, lease or Ejari coordination, and related authority approvals.
- Maintain accurate records of legal and company documents, including trade licenses, establishment cards, tenancy contracts, permits, and government approvals.
- Work with Finance and Management on payment of government fees, deposits, fines, and renewal charges.
- Coordinate with RTA and other authorities on vehicle registrations, renewals, permits, inspections, approvals, fines, and other operational requirements.
- Support operations teams with approvals required for business activities, especially in fleet, transport, cleaning, or on-road service environments.
- Help resolve compliance issues raised by authorities and provide timely status updates to management.
- Assist HR with onboarding, offboarding, document collection, labour complaints, absconding cases, and other employee-related government matters.
- Support employees with Emirates ID processing, medical appointments, visa queries, and document preparation.
- Keep organized trackers and files for government transactions, employee records, company records, and renewal schedules.
- Prepare regular reports covering visa status, pending applications, renewals, fines, approvals, and compliance risks.
- Inform management promptly about urgent matters, delays, rejections, or changes in authority requirements.
- Coordinate with internal departments to ensure smooth handling of all government-related work.
Requirements
- At least 3 to 5 years of experience in a PRO or Government Relations Officer role in the UAE.
- Strong understanding of UAE labour, immigration, visa, trade license, RTA, and municipality procedures.
- Established working relationships with government departments, typing centres, Tasheel, Amer, Tawjeeh, RTA, and similar authorities.
- UAE driving licence is preferred.
- Strong English communication skills; Arabic is an advantage.
- Ability to manage urgent matters and work effectively under pressure.
- Excellent follow-up, coordination, and documentation abilities.
- Comfortable using online government portals and UAE regulatory systems.
- High level of confidentiality, professionalism, and attention to detail.
- Experience in car rental, transport, limousine, logistics, cleaning services, or fleet-based businesses is a plus.
- Experience managing high volumes of employee visas and several trade licences will be beneficial.
- Knowledge of Emiratisation, labour file management, quota applications, and compliance requirements is preferred.
- Core strengths should include government relations, problem-solving, follow-up, time management, compliance focus, and professional communication.

This is a full-time, onsite position based in Dubai, United Arab Emirates. The department is HR & Administration, and the role reports to the HR & Admin Manager or management. Compensation is stated as based on experience and company budget. Joining can be immediate or negotiable. The employer is seeking a UAE National for this position.
