Job Summary

This role serves as a certified public health professional providing strategic leadership in planning, implementing, managing, and evaluating population-level health programs and services. The specialist focuses on data-driven and evidence-based methods to enhance community health outcomes, emphasizing support for vulnerable and high-risk groups. The position involves managing program resources, preparing grants and reports, and acting as a liaison between the Health Department and community collaborators. The specialist actively advances public health initiatives, strengthens partnerships, and promotes policies and environmental changes that improve health on a population scale.

Key Responsibilities

  • Lead development and application of evidence-based public health strategies, translating identified community health priorities into clear, measurable action plans with public and private sector partners.
  • Conduct ongoing research, evaluation, and utilization of best practices in health promotion and education to improve outcomes community-wide.
  • Participate in departmental research initiatives and pilot projects to identify innovative solutions for public health challenges.
  • Manage the collection, analysis, and utilization of data to support continuous program evaluation and quality improvement.
  • Deliver programs, screenings, referrals, and follow-up services with a focus on vulnerable and high-risk populations.
  • Evaluate program outcomes and effectiveness, implementing adjustments as needed.
  • Adapt and provide health education tailored to individuals, families, community groups, and stakeholders, considering their unique cultural, lifestyle, and socioeconomic contexts.
  • Support public health preparedness efforts including planning, drills, and emergency response coordination with community partners.
  • Take a leadership role in communicable disease prevention and control through initiating prevention messaging, conducting epidemiological investigations and surveillance, and interpreting laboratory and physician findings in compliance with Wisconsin State Statutes.

Qualifications and Experience

  • Bachelor's degree in Public Health, Health Education, Community Health, Health Promotion, Community Development, or a related discipline.
  • Ability to earn Certified Health Education Specialist (CHES) certification within the first year of employment.
  • Preferably one to two years of experience working in public health settings.
