Job description
Job Overview
Lead the complete proposal lifecycle for water and wastewater treatment initiatives, ensuring submissions are technically sound, commercially viable, and punctual. Manage proposal development, pricing, technical assessments, client communications, and oversee a team of Proposal Engineers to foster business advancement.
Primary Responsibilities
- Manage the entire proposal workflow from Request for Quotation/Proposal review to final submission and project transfer.
- Develop and coordinate proposals focused on freshwater, seawater, produced water, wastewater, and packaged water treatment solutions.
- Analyze client specifications, scopes, timelines, and commercial demands.
- Guarantee proposals comply technically, remain competitive, and are submitted within deadlines.
- Offer technical advice regarding process design, equipment choices, and adherence to proposal criteria.
- Promote value engineering, cost efficiency, and assess project costs and associated risks.
- Handle technical clarifications and participate in commercial client negotiations.
- Collaborate with departments like Engineering, Procurement, Quality Assurance/Quality Control, Project Management, and Finance.
- Lead, coach, and nurture a team of 6 to 8 Proposal Engineers.
- Contribute to business development via budget proposals, feasibility assessments, pre-qualification submissions, and market analysis.
Qualifications and Experience
- Bachelor's degree in Chemical, Environmental, Mechanical, Process Engineering, or closely related engineering fields.
- At least 15 years of relevant experience in water treatment, environmental sectors, oil & gas, marine/offshore, industrial water treatment, or packaged process equipment ventures.
- Proven skills in managing proposals, technical assessment, cost evaluation, vendor liaison, and client commercial negotiations.
- Experience with EPC, oil & gas, offshore, marine, FPSO, or shipyard projects is advantageous.
- Comprehensive technical understanding of water treatment technologies such as SWRO, freshwater production (RO and distillation), filtration, chemical dosing, produced water, slop water, wastewater treatment, and modular/skid-mounted water systems.
