Job description

Role overview

This position supports the disposal, reutilization, and control of excess and surplus government property for DoD, federal agencies, and authorized donor customers. The role involves advising customers and managing property disposition activities in a regulated, overseas environment.

Key duties

  • Assist DoD, federal agencies, and approved donor customers in reviewing and choosing property for reuse.
  • Carry out property disposal, control, and advisory work, including guidance on destruction, demilitarization, or abandonment of items, and identification of property that requires Demil handling.
  • Track contractor performance on task orders and alert the Contracting Officer Representative when work is not progressing properly or when issues are likely, while recommending corrective action.
  • Make sure sales and referrals follow sound merchandising practices and applicable regulations.
  • Resolve issues that arise during disposal of excess and surplus government property, including record accountability, adjustments, inventory corrections, and monitoring inventory status.
  • Oversee proper storage, handling, and accountability of excess property to reduce the risk of damage, loss, or injury.
  • Support coordination, training, and other property disposal activities as needed.

Qualifications

To qualify, applicants must show one year of specialized experience that provided the knowledge and abilities needed for this role. For the GS-09 level, this means experience equivalent to GS-07 in the federal service, military, or private sector. Eligible specialized experience includes administering a reutilization program, monitoring contractor performance, helping customers with reutilization decisions, and completing inventory adjustments.

Education may be used instead of specialized experience if the applicant has a master's degree or equivalent graduate degree, two full years of progressively higher graduate study leading to such a degree, or an LLB or J.D. if related. A combination of education and experience may also be used to meet the full qualification requirement for GS-09.

Experience can include paid work, unpaid work, and volunteer service, including service through national service programs and other organizations.

Work environment and physical demands

This job may require regular visits to generator collection points, DLA Disposition Service warehouses, and customer or contractor sites. It involves extended walking and standing, along with moderate to heavy lifting. The work may also require operating forklifts ranging from 2,000 to 15,000 pounds to move, load, unload, stack, and unstack palletized materials, supplies, and equipment.

Work may take place in an office, warehouse, or outdoor scrap yard. The role includes repeated exposure to harsh weather and hazardous collection or storage conditions, and may require basic protective equipment such as hard hats, safety shoes, and similar gear.

Overseas and residency notes

U.S. citizens overseas who are ordinarily resident are not eligible for appointment under the Status of Forces Agreement. Ordinarily resident means a U.S. citizen who lives locally, has legal permanent resident status in the host country, and is subject to host-country employment and tax laws.

Eligible employees may receive pay retention when selected through a formal recruitment program for an overseas position.

Applicants must comply with Exceptional Family Member Program requirements. Additional provisions apply for children and infants/toddlers accompanying employees overseas regarding DoDEA schooling, special education, and early intervention services.

Employees and family members needing medical or dental care overseas are responsible for arranging and paying for it, and access to military medical and dental facilities is only on a space-available, reimbursable basis.

Education and documentation

If education is used to qualify, transcripts or other supporting documents must be provided. Unofficial transcripts are acceptable when applying unless the announcement says otherwise.

For graduate education, one academic year equals the number of credit hours your school defines as one year of full-time study; if that definition is unavailable, 18 semester hours or 27 quarter hours may be used as the equivalent.

Foreign education must be evaluated by a recognized private credential evaluation service or shown to have full U.S.-equivalent credit from an accredited U.S. institution.

Reemployed annuitants are not eligible for this position.

Veterans information is available through DLA program resources. Military retirees entering federal service within 180 days of retirement may need a waiver.

Drug-free workplace

DLA maintains a drug-free workplace. Employees must not use illegal drugs on or off duty. Pre-employment, reasonable suspicion, post-accident, and random testing may be required. Candidates selected for testing-designated positions must complete urinalysis before appointment, and refusal or a positive result can lead to withdrawal of the offer and a six-month denial of employment with DLA. A negative result must be received by HR within 30 calendar days after the start date. Failure to pass or complete testing may also lead to removal from federal service. The drug panel includes marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine, methylenedioxyamphetamine, and opioids.

Use of CBD products may cause a positive marijuana result. Marijuana is illegal under federal law.
